To accommodate the developm ent proposal, the vacation of a <br />portion of Carl Street will be necessary. Such vacation will require a separate public <br />hearing to be held by the City Council. Issu es associated with th e street vacation should <br />be subject to comment by the City Engineer. <br />Traffic Generation. Issues related to traffic ge neration and the ability of the <br />development proposal to accommodate such traffic should be subject to comment and <br />recommendation by the City Engineer. <br />Utilities. A utility plan has been submitted for review by the City Engineer. As a <br />condition of preliminary plat approval, the u tility related modifications and comments as <br />set forth by the City Engineer shoul d be incorporated into the plans. <br />Landscaping. As required by Ordinance, landscape plan has been submitted for review. <br />The plan calls for a series of overstory tr ees along the public streets and a combination of <br />understory and evergreen trees scattered throughout th e site. Evergreen trees have been <br />specifically proposed in areas where screening is desired (i.e. between Century Trail and <br />the airpark hangers). <br />As a condition of PDO approval, the landscape plan should be subject to comment and <br />recommendation by the Environmental Board. <br />Grading and Drainage. A grading and drainage plan has been submitted for review by <br />the City Engineer. As a condition of prelim inary plat approval, th e grading and drainage <br />related modifications and comments as se t forth by the City Engineer should to be <br />incorporated into the plans. <br />The plan is also subject to review and a pproval from the Rice Creek Watershed District. <br />Environmental Issues. The Environmental Board reviewed the request at their <br />December 5, 2002 meeting. Their comments are attached to this report. <br />Rice Creek Watershed District Review. The proposed development is subject to Rice <br />Creek Watershed District (RCWD) approval. To date, comments from the District <br />regarding the acceptability of th e project have not been received. As a condition of PDO <br />approval, all conditions imposed by the Wa tershed District must be satisfied. <br />Development Agreement. Prior to the commencement of any site work, the applicant <br />will be required to enter into a developmen t agreement with the City and post all the <br />necessary securities required by it. <br />RECOMMENDATION <br />While the proposed development concept and its arrangement of land uses and streets is <br />considered generally acceptable, numerous outstanding issues remain, which should be <br />addressed prior to the development proce ss moving forward. As a result, we cannot <br />recommend approval until the fo llowing issues are addressed:
