The applicant has agreed <br />to provide additional landscaping along Lake Drive which will help to screen this parking <br />area from the roadway. <br />• Roads, Access, Circulation <br />Access and circulation patterns appear adequate to serve the site. Anoka County has <br />recommended the proposed driveway location and indicated that it must be shared with <br />the property to the south. A shared driveway agreement will be required for this area. <br />The County has also indicated that an additional 20' feet of right -of -way will be required <br />for the future reconstruction of Lake Drive. The County will prepare the deeds for <br />signature and recording. <br />• Park Dedication <br />Park dedication will be subject to City policy. For commercial use the requirement is <br />$ 200 per 1000 sf of commercial building. Therefore, the park dedication will be <br />approximately $ 2,300. (Based on 11,554 square feet of building) <br />ENVIRONMENTAL BOARD ACTION <br />The Environmental Board reviewed the project on September 27, 2000 and recommended <br />approval of the project. A copy of their comments are attached. One of the Boards <br />concerned related to the OHW level on Rice Lake. For Council information, the <br />proposed construction meets the setback requirement from the OHW according to our <br />Shoreland Ordinance. The DNR has reviewed the plans and expressed no additional <br />concerns with the proposed development. The RCWD tabled the site plan review at their <br />9 -27 -00 meeting with authorization for administrative action, TWAFAA (this is an <br />approval with conditions). <br />MINOR SUBDIVISION <br />The property in question is a 7.6 acre unplatted parcel of land that is proposed to be split <br />into two parcels. Parcel A, the Mueller -Biel site, will be 4.5 acres in size and Parcel B <br />will be 3.1 acres in size — less right -of -way dedication required by Anoka County. <br />The Zoning Ordinance provides a minimum lot area of 20,000 sq. ft. for the General <br />Business Zoning District with a minimum frontage of 100'. Both proposed parcels <br />exceed the Ordinance requirements. Parcel A is 500' in length and Parcel B is 446.5. <br />Staff would recommend approval of the Minor Subdivision with the dedication of 20' of <br />additional feet of right -of -way to Anoka County for the reconstruction of Lake Drive. A <br />revised survey will be required prior to Council review indicating this land dedication. <br />The Planning and Zoning Board reviewed this site plan review and minor subdivision at <br />their October 11, 2000 meeting and recommended approval with the following conditions <br />
