North American Composties <br />November 13, 2000 <br />page 4 <br />MINOR SUBDIVISION <br />The minor subdivision will split an existing parcel into two, shown on the survey (sketch <br />and description) as Parcels D and E. As noted above, the lot to be developed is 2.4 acres, <br />which exceeds the minimum. The remaining parcel will be 5 acres. Several easements <br />will be recorded with the subdivision for utilities and a shared access. These are shown <br />on the survey. The proposed minor subdivision complies with City requirements. <br />ENVIRONMENTAL BOARD ACTION <br />The Environmental Board reviewed the project on September 27. Recommendations <br />included attention to infiltration in stormwater design, use of native species in the <br />landscaping plan, assurance that lighting will be directed downward, and attention to soil <br />compaction when possible. Infiltration will be designed in to the extent possible. Native <br />seeds are included. Lighting will be directed downward. The issues will be addressed <br />with a revised landscaping plan to be reviewed by the Environmental Specialist. <br />PLANNING & ZONING BOARD ACTION <br />The P & Z reviewed the project on October 11. The Board recommended approval with <br />the conditions listed below. As noted above, the Board requested that the applicant direct <br />additional attention to the building elevation facing the freeway. <br />CONDITIONS OF APPROVAL <br />Approval of the site plan should include the following conditions: <br />1. The minor subdivision shall be as shown on the submitted survey (Sketch and <br />Description received 11 /1 /00), including easements as required by the Rice Creek <br />Watershed District and the City Engineer. <br />2. Lighting fixtures shall be those listed on the lighting plan dated 9/11/00 and received <br />by the City 11/19/00 except that the Lumark Nite -Watch fixture shall be deleted and <br />replaced with the Kim Lighting Site Wallform fixture. <br />3. Twenty -nine parking spaces shall be striped. <br />4. The precast concrete panels will be Fabcon Wide Rack 3/8" grooves at 3" O.C. with <br />smooth concrete cattail design, or similar design. Decorative concrete block on the <br />office portion of the building shall be either smooth burnished concrete block or rock - <br />face block. <br />
