• <br />COUNCIL MINUTES AUGUST 28, 2000 <br />Blue Bill Ponds, Final Plat Consideration (3/5 Vote Required), Jeff Smyser — Staff advised the <br />City Council approved the preliminary plat for Bluebill Ponds on July 10, 2000. The submitted final <br />plat conforms to the approved preliminary plat. The conditions of approval will be covered by plan <br />revisions or the development agreement. <br />Staff advised there is an outstanding issue with the title information. Staff recommended the Council <br />table this item until that issue is resolved. <br />Council Member O'Donnell moved to continue Blue Bill Ponds, Final Plat Consideration, to the <br />September 11, 2000, Council meeting. Council Member Reinert seconded the motion. Motion <br />carried unanimously. <br />PUBLIC HEARING, Main Street Trunk Utilities (3/5 Vote Required), John Powell — Staff <br />advised this feasibility report was prepared in response to a petition from the Bluebill Ponds <br />subdivision. The Main Street Trunk Utilities project involves the exte •n of trunk sanitary sewer <br />and watermain along Main Street from just west of Nancy Drive to oo• ck Trail to serve Bluebill <br />Ponds. On July 24, 2000, the City Council received the feasibil a , r •rt f• this project and set a date <br />for a public hearing. The only change to the feasibility repo s th ,.sch le to reflect spring, 2001 <br />construction. Staff referred to a copy of the revised sched, e. ff p sensed the feasibility report in <br />detail including the project costs, assessment informati ©n, r.11 elusions and the following staff <br />recommendations: <br />1. The project scope should be reduced to t 'hate the project immediately west of <br />Wood Duck Trail. This wo <br />project cost by about 30%. <br />2. The City should purs i c.ect of the watermain between the Highland <br />Meadows West an > a 11 P ds subdivisions. This would be considered a trunk <br />improvement. <br />3. Addition esearc eeded regarding the possibility of aligning the utilities along <br />the south e n Street, within properties considered by the owners for <br />developmen x n t e near future. <br />4. Removal of Main street pavement must be minimized. <br />5. Do not proceed with the project this year. <br />Council Member Reinert asked if the City is missing an opportunity to extend City sewer and water <br />further by stopping at Wood Duck Trail. Staff advised extension to Bluebill Lane would likely occur <br />in response to a petition. Staff advised they do not believe an opportunity is being missed. The City <br />must keep in mind the impact to the trunk fund. Utilities can be extended in the future. <br />4111 Mayor Bergeson stated there are lots on the south side that do not want City sewer. He asked if the <br />City will stub under Main Street for those homes. Staff advised the City will stub to existing homes. <br />
