CITY COUNCIL WORK SESSION SEPTEMBER 6, 2000 <br />budget: postponing police positions, delaying the transition plan by three (3) months, <br />eliminating the GIS for another year, and adjusting the amount for trails. <br />Mayor Bergeson inquired about any areas that will be to the good on this year's budget. <br />Staff advised there has already been some carry over from this year's budget. Staff <br />indicated they are unaware of any additional funds. <br />Mayor Bergeson inquired about any additional revenue or savings from this year's <br />budget. Staff advised they will look in to that possibility. At mid -year there were no <br />surpluses. <br />Mayor Bergeson advised staff to include a budget discussion on the next Council work <br />session. A discussion must be had regarding the level of comfort with a tax increase. If <br />the Council is not comfortable with a tax increase, staff needs a chance to make proposals <br />that will balance the budget. <br />TOWN CENTER UPDATE, MARY ALICE DIVINE <br />Staff advised the City has received the second phase o help' �lic.Po 'on that is due <br />September 22, 2000. Staff advised property <br />taxes are almost double on a r <br />t as mpared to an ownership unit. <br />Ms. Elise Tagg, resident •' Lak , stated her attorney has requested another meeting <br />with the Council. <br />Council directed staff tech- ule a time for Mr. and Mrs. Tagg at the next Council work <br />session. <br />Council Member Reinert asked what was accomplished by the slide presentation <br />regarding density. Staff advised the purpose was to explain traditional neighborhood <br />development and how density works within that development. <br />Council Member Dahl inquired about the acreage for commercial development. Staff <br />advised there is approximately 14 acres for commercial development. <br />Council Member Dahl asked why the plan for the Town Center includes housing units. <br />Staff advised housing originally came for an economic development point of view. It is <br />necessary to get commercial services and a critical mass to service the area. The plan is <br />for a community center that gives the City an identity. <br />2 <br />
