• <br />• <br />• <br />Transportation, Roads, Access, Circulation: Access to the development will be <br />via West Shadow Lake Drive. The proposal was to extend this road to connect with 62nd <br />St. This issue has been the basis of numerous discussions at City Council work sessions. <br />West Shadow Lake Drive is a minor collector and a state aid road. It was planned and <br />designed to provide a connection between Birch Street and 62nd St., which is also a <br />collector road and a state aid road. However, 62nd St. is not now able to safely <br />accommodate the traffic that would result from making the connection to Birch St. <br />Staff's original recommendation was to complete West Shadow Lake Drive and connect <br />it to 62nd St. Then, state aid funds would have been used to improve 62n1 St. However, <br />those funds have been designated for another project because of the 21/ year delay in <br />approval of West Shadow Ponds. <br />Staff's secondary recommendation is to construct West Shadow Lake Drive with a <br />temporary barrier at the north end of West Shadow Ponds. This would provide access to <br />this project from 62nd St. When funds are available and 62nd St. is improved, the barrier <br />would be removed from West Shadow Lake Drive to provide the connection to the north. <br />This is consistent with the P & Z recommendation. <br />This arrangement will facilitate construction traffic using 62nd St. Any damage to <br />existing roads from construction traffic will be addressed since 62nd St. is to be <br />reconstructed in the future anyway. <br />A trail should be constructed along 62nd St. for pedestrian and bicycle use. The existing <br />pavement is relatively narrow and the trail will provide for safe pedestrian and bicycle <br />out of the paved roadway. This trail should be removed and replaced when 62nd St. is <br />improved. <br />Staff is recommending approval of Resolution 01 -113, approving the preliminary plat, <br />with the conditions listed in the resolution. <br />Rezoning: Ordinance No. 13-01 <br />Section 2, Subd. 1.E. of the zoning ordinance states that the City shall consider possible <br />adverse effects of the proposed zoning amendment. Its judgement shall be based upon, <br />but not limited to, the following factors. <br />1. The proposed action has been considered in relation to the specific policies and <br />provisions of and has been found to be consistent with the official City <br />Comprehensive Plan. <br />
