• <br />• <br />The 2001 comprehensive plan guides the site for Low Density Sewered Residential. <br />land use. The site is within a Stage 1 (pre -2010) growth area. The interim reserve <br />MUSA and infill criteria are specifically listed and addressed below. <br />2. The proposed use is or will be compatible with present and future land uses of the <br />area. <br />Land to the north and east of the site is developed with single family homes. To the <br />west, the current park land will remain park. The large lots in the development are <br />compatible with neighboring development and even create a transition between the <br />larger -lot Colonial Woods development and Birchwood Acres. Sixty- second Street <br />delineates a boundary between the site and the unsewered rural property to the south. <br />3. The proposed use conforms with all performance standards contained herein. <br />The proposal meets the zoning and platting requirements contained in City <br />ordinances. <br />4. The proposed use can be accommodated with existing public services and will not <br />overburden the City's service capacity. <br />Utilities extended to the site can accommodate the new lots. <br />5. Traffic generation by the proposed use is within capabilities of streets serving the <br />property. <br />West. Shadow Lake Drive and 62nd St. are minor collectors, planned to provide <br />neighborhood access to arterial roads. As discussed in this staff report, the plan is to <br />install a temporary barrier on the north end of the project to prevent the connection <br />to the existing West Shadow Lake Drive until 62nd St. is improved. This arrangement <br />will prevent 62nd St. from being overburdened in its existing state. Future <br />improvement will widen the pavement and include a pedestrian/bicycle trail in the <br />right of way. The new extension of West Shadow Lake Drive and the improved 62nd <br />St. will safely accommodate traffic. <br />Staff recommends finding that the project complies with the above factors. <br />MUSA Reserve Allocation: Ordinance No. 12-01 <br />The City's MUSA reserve can be allocated within approved areas at the City's discretion. <br />Currently, the City has 26.6 acres in the reserve. This West Shadow Ponds project would <br />need 11 acres of MUSA reserve. <br />
