10. MUSA Reserve shall be allocated only to properties located within Sewer District 1, <br />4s, 6 and the Behm's Century Farms Development within Sewer District No.2. <br />The site is entirely within Sewer District 1. <br />11. Development of the property shall be consistent with the City's comprehensive Sewer <br />and Water Plan. <br />The sewer and water plans accommodate development of this property. <br />12. The developer shall demonstrate a commitment to the community. <br />The developer has developed other lands in Lino Lakes, including Miller South Glen. <br />13. The proposed development shall comply with the City's Infill Policy as outlined by <br />Resolution No. 92 -85. <br />See below. <br />14. Roadways serving the proposed development shall be determined adequate to handle <br />the additional traffic generated by the proposed development or a financial <br />commitment shall be made by the developer to upgrade said roadways. <br />West Shadow Lake Drive and 62nd St. are minor collectors, planned to provide <br />neighborhood access to arterial roads. As discussed in this staff report, the plan is to <br />install a temporary barrier on the north end of the project to prevent the connection <br />to the existing West Shadow Lake Drive until 62nd St. is improved. This arrangement <br />will prevent 62nd St. from being overburdened in its existing state. Future <br />improvement will widen the pavement and include a pedestrian/bicycle trail in the <br />right of way. The new extension of West Shadow Lake Drive and the improved 62nd <br />St. will safely accommodate traffic. <br />Infill Policy: The City adopted Resolution 92 -85, a policy for the location of new <br />development, also referred to as the "infill policy ". This policy includes criteria to be <br />considered, which are listed below: <br />• All new developments must be located within the MUSA as established by the <br />Comprehensive Plan. <br />Allocation of MUSA acres from the MUSA reserve will fulfill this requirement. <br />• All new developments must be analyzed for impact on utility and street system costs. <br />• New development shall only be allowed if: <br />a) The cost of utility and street extensions can be covered by immediate assessment, <br />and <br />
