• Incorporate non - linear editing into the staff edit suite <br />Having non - linear editing capabilities will offer staff a less time consuming and more <br />flexible way to perform the complicated assembly and layered effects that are required <br />for a professional looking news show. This piece of equipment will play a large role in <br />our stated goals of improving the look of City Scope, increasing the frequency of <br />production of the show to once a week, and in the production of quarterly promos. <br />❖ Build a non - linear digital edit suite for use by both staff and public <br />Each year, the number of programs produced by staff and the public increases. <br />Conversely, the availability of equipment to produce those programs decreases. With <br />this in mind we would like to add a digital edit suite to our current facility. This can <br />actually be done very inexpensively. A Mac G4 computer, Final Cut Pro software, fire - <br />wire, several extemal hard drives, one DV record deck, and a color monitor and <br />speakers is all that is required for a very robust non - linear editing system. It would <br />double the equipment availability staff currently has, and add a more sophisticated, <br />higher quality option for the general public. <br />• Purchase two digital cameras for use by both staff and public <br />With the addition of a DV edit suite, DV acquisition equipment will also need to be <br />purchased. We recommend starting out with two cameras that would be available for <br />use by both staff and the public. <br />• Add digital playback capabilities to master control <br />In order to realize the full benefit of digital acquisition and mastering, we need digital <br />playback capabilities. In order to do this we will have to purchase several DVCPro <br />playback decks for master control. First generation master tapes will have near <br />broadcast quality over the channel. This will go a long way toward improving the total <br />look of the channel. <br />• Purchase or lease a fleet vehicle <br />It has gotten to the point where we could benefit from having a fleet vehicle for use by <br />the production staff. The vehicle would be used to store and transport our scaffolding <br />and would lessen the need for staff to put extra miles and wear - and —tear on their <br />personal vehicles. The vehicle would have our logo and phone number on it, thereby <br />increasing our visibility in the community and giving production staff an added <br />appearance of professionalism. <br />As a part of the formal franchise renewal process, we will have a complete fifteen -year <br />equipment needs assessment performed. Because this more thorough report is on the <br />way, a five -year equipment replacement plan has not been included as a part of this <br />budget. All of the recommended 2002 equipment purchases will be basic components <br />of any fifteen -year needs assessment. <br />t <br />
