• <br />Marketplace PDO <br />Page 3 <br />Pedestrian Circulation <br />The plans have been revised to incorporate pedestrian linkages between the smaller <br />shops and Target/Kohl's. Concrete pavement treatment, for crosswalks, will be <br />incorporated into the plan. Sidewalk has been extended in the northwest corner of the <br />Target site to link the site with the northern residential area. A bituminous trail will be <br />provided adjacent to Lake Drive in conjunction with future improvements. The <br />developer will be responsible for the cost of the segment adjacent to this property. <br />Lighting <br />Lighting details have been provided. The applicant is working with staff to use a <br />decorative fixture, along main circulation routes, that will be used throughout the Town <br />Center area. Spacing on the decorative lights has been modified to address staff and <br />Planning & Zoning Board comments. <br />All other exterior fixtures are shoebox style with downcast lighting, which is intended to <br />control spillover lighting. Lighting levels meet the ordinance, except along the rear of <br />Kohl's. The ordinance requires 0.4 foot candles at the property line where adjacent to <br />residential uses. This lighting level will need to be reduced. <br />411 Signage <br />Signage has been addressed in the project narrative and sign submittal for the <br />monument signs. The Sign Ordinance requirements, within the SC, Shopping Center <br />District do not specifically address a development such as this, which is designed as a <br />multiple tenant site, but all of the buildings are detached. <br />The Sign Ordinance speaks to single tenant buildings and multiple tenant buildings. <br />Under the ordinance, each lot or building would be allowed one wall sign and one <br />freestanding or pylon sign. <br />Instead of having multiple freestanding or pylon signs, the applicant is proposing to limit <br />freestanding signs to two adjacent to the freeway; one at Apollo Drive; and four smaller <br />signs between Apollo and the secondary access. The two (2) freeway signs and the <br />Apollo /Lake Drive signs are proposed to be forty (40) feet in height. This is inconsistent <br />with the staff and P& Z Board recommendations to limit sign height along I -35W to thirty <br />feet and the Apollo /Lake Drive sign to twenty (20) feet. Staff is extremely concerned <br />with the aesthetic impact of a forty (40) foot high monument sign at the Apollo /Lake <br />Drive location. Additionally, a fourth single user monument sign has been added along <br />Lake Drive. Staff is recommending that the sign proposed on Outlot D be removed and <br />the Apollo /Lake Drive monument sign be reduced to a maximum height of 20 feet. <br />• <br />
