Marketplace PDO <br />Page 5 <br />• Utilities <br />City services are available to the site. Presently, a sanitary sewer main parallels Lake <br />Drive on the east side of the right -of -way. Sewer service is proposed to be extended <br />into the site from an existing manhole approximately 550 feet north of Apollo Drive. <br />Water main will also be extended into the site from Lake Drive. A new 8" diameter <br />water main with fire hydrants will be looped around the proposed buildings and tie back <br />into the City's system on 77th Street. <br />PRELIMINARY PLAT REVIEW <br />The preliminary plat, as submitted, proposes nine Tots and five outlots. Several of the <br />lots do not have frontage on a public road so appropriate easements regarding access, <br />parking and circulation will need to be provided by the applicant. <br />The minimum lot size within the SC Zoning District is 3 acres. Under the PDO, this <br />provision would be waived. <br />All applicable utility and drainage easements are provided on the plat. Right -of -Way for <br />the extension of Apollo Drive is provided on the plat. Outlot C (secondary access road) <br />• will need to be dedicated to the City. Dedication of Right of Access to Anoka County is <br />included along Lots 1 through 3 and Outlot D. <br />Outlot D and Outlot E are intended to be combined with portions of the remnant parcel <br />located immediately to the south of the site as shown on the Development Plan. <br />Development of these parcels is contingent on the developer acquiring title to the <br />remnant parcel and subsequent subdivision and site plan approvals. <br />PLANNING AND ZONING BOARD RECOMMENDATION <br />The Planning and Zoning Board recommended approval of the Planned Develop <br />Overlay and the Preliminary Plat/Development Plan, based on the June 29, 2001 plans, <br />with the following conditions. Staff has modified the conditions to reflect the updated <br />development plan and subsequent renumbering of the lots. <br />1. No formal approval of the application shall be in effect until the EAW process is <br />complete. <br />A Negative Declaration on the need for an Environmental Impact Statement for <br />the Marketplace project was made at the July 23rd, 2001 City Council meeting. <br />2. No formal approval of the application shall be in effect until Rice Creek <br />• Watershed District has completed their review and issued appropriate permits for <br />the development. <br />
