• <br />• <br />• <br />Wetlands: There are approximately 15 acres of wetland on the entire property. Some fill is <br />proposed to accommodate roadway construction. The proposal is to mitigate the fill adjacent to <br />other wetland areas. The wetland delineation and proposed fill are subject to the review and <br />permitting of Rice Creek Watershed District, which oversees the Wetland Conservation Act <br />(WCA). It is the City staff's policy to require preliminary approval (tabled with approval for <br />administration action or TWAFAA) from Rice Creek before the City staff recommends approval <br />by the Planning and Zoning Board. This was completed as of April 25, 2001. <br />Environmental Board: The Environmental Board reviewed the application and their comments are <br />attached. Generally, the Board recommends approval subject to the use of native vegetation in all <br />surface water treatment areas and that buffer areas should be sign posted. <br />Tree Preservation: A complete tree inventory has been submitted and a tree preservation plan <br />has been submitted. <br />Recommendation: The Planning and Zoning Board reviewed the application at their <br />September 11 meeting and they voted 2 -2 on the stated motion. Because the motion resulted in a <br />tie vote the Board is forwarding no recommendation. <br />Staff recommends approval of the preliminary plat subject to the conditions outlined in the <br />attached resolution. <br />Saddle Club <br />Page 3 of 5 <br />
