Administration: the current comprehensive plan proposes land uses not compatible with <br />recent land developments being non - conforming in nature. The current application as <br />designed complies with applicable criteria imposed by current zoning guidelines. <br />2. The proposed use is or will be compatible with present and future land uses of <br />the area. - <br />Discussion: Marshan has been designed to be integrated as an integral part of the broader <br />community structure. Marshan is located in an area that provides access to most things a <br />resident or household need on an everyday basis. Marshan was designed and will be built as <br />part of the shared facilities initially constructed with the first phase of Marshan. Marshan as <br />designed fits in conjunction with public facilities, streets and pedestrian ways, open spaces and <br />the natural environment. <br />The Comprehensive Plan encourages and promotes compact development pattems within well- <br />defined . Marshan accomplishes the objectives of the Comprehensive Plan by <br />directin growth at an area desired for re- development, increases tax base while reducing the <br />dispersed growth not conducive to policies outlined by the Comprehensive Plan and cohesive <br />community development. Marshan focuses on higher density compact development along a <br />major circulation route and is consistent and compatible with adjacent land uses. With <br />development of the second tier of Marshan, the neighborhood maintains and fits within the <br />greater context of Lino Lakes. It is joined to existing community facilities, employment areas, <br />public amenities, and provides compact growth within the City's established MUSA boundary. <br />3. The proposed use conforms with performance standards contained herein. <br />Discussion: Marshan has been designed to meet the requirements outlined in the General <br />Provisions of the Zoning Ordinance. The architectural and design philosophy of Marshan has <br />been and continues to be the creation of a strong sense of place for the neighborhood. With a <br />focus on overall open space and density, Marshan provides and will continue to provide a great <br />living environment. The development of Marshan complies with the design and construction <br />standards set forth in following guidelines of Section 3 of the Zoning Ordinance: <br />a. Building locational and separation requirements are met (setback from Lake Drive, setbacks <br />from the property lines /local road, and building to. building). <br />b. Unit width will be a minimum of twenty -four (24) feet. <br />c. Illustration of exterior building materials and colors including the provision of decks, <br />porches, or additions to the maximum extent possible. <br />d. Gable roofs having an eighteen (18) inch roof overhang. <br />e. Exterior Building Finish: architectural elements and features with integrally textured facade <br />materials and sloped roofs as outlined by City standards. <br />f. Each unit will have two -stall garages. - <br />g. Homeowners' association will be established. <br />h. Parking setback and drives meet code standards: a minimum of 21/4 parking spaces will be <br />provided for each unit (2 garage, 2 drive (46 X 4 = 184) 104 required. <br />The architectural design intent is to improve the overall street scene through de- emphasizing <br />the garage with a balanced facade.
