The proposed use can be accommodated with existing public services and will <br />not overburden the City's service capacity. <br />Discussion: the City to ensure the adequate provision of facilities, required that Marshan invest <br />in sewer stubs, water stubs, drainage facilities and transportation improvements to support <br />increased demands that the site would create. Marshan is situated in an area that affords <br />higher density residential densities due to close proximity to non - residential land uses. <br />Adequate improvements were installed to help alleviate and mitigate traffic concems as well as <br />provide altemative modes of transportation. The overall open space plan creates destination or <br />target areas for pedestrians to minimize automobile trips and encourage social interaction. <br />Marshan provides for the integration of varied residential densities and fits well with demand <br />management plans that support effective transit, an efficient roadway system and alternative <br />transportation modes. Past improvements insure that this development phase occurs as to not <br />overburden the City's service capacity; whether, fire, life safety, storm, water, vehicular or <br />pedestrian. Marshan allows for compact urban development, re- development of lands into <br />higher use property, increased tax, an interconnected roadway system, open space, utilization <br />of MUSA; wherein, reinforcing the principles desired of future development in Lino Lakes. <br />5. Traffic generation by the proposed use is within capabilities of streets serving the <br />property. <br />Discussion: Marshan's streets conform to City street standards. Marshan was designed to <br />accommodate it's unique characteristics, such as the importance of Marshan Lake, the <br />distinctiveness of the sites pedestrian trail system, the accommodation of the neighborhood <br />concems, in tum providing vehicular and pedestrian safety, accessibility and maintenance <br />requirements. The street system has been reviewed and approved to ensure the consideration <br />of physical features, while being functional, safe and visually appealing. Marshan implements a <br />balanced and an ideal land use pattern, building placement and sufficient off- street parking <br />areas. <br />Marshan's streets have been and will continue to be an integral extension of the community. <br />The layout is simple, interconnected, direct and avoids circuitous routes. Marshan affords and <br />ensures the provisions of adequate facilities for the movement of people and goods while <br />maintaining the integrity of existing streets while. minimizing travel- related impacts within <br />residential neighborhoods due to close proximity to schools, commercial and transportation <br />opportunities. <br />Section 2.
