Right of way lines on the plans (for both Lake Drive and Lois Lane) have been identified on the plans <br />per previous comments. The applicant must dedicate all additional right of way as required, and has <br />indicated that a deed will be filed prior to applying for a building permit (Condition No. 2 of DSGW <br />memo). <br />3. Proposed improvement features should be labeled accordingly, including concrete curb and gutter. The <br />type of concrete curb and gutter and pavement section design is not specified on any of the Plan sheets, <br />but is identified on Sheet D1 (B612). The pavement section is also shown on D1, and should be <br />labeled as the parking lot pavement section. Radius dimensions for the driveway entrances are <br />provided. However, it is recommended that a 20 -ft. radius be provided at all driveway entrances, <br />including at Lois Lane, consistent with City standards. <br />4. In addition to additional right of way dedication required by the County along Lake Drive, a 10 -foot <br />drainage and utility easement shall be dedicated by the applicant around the perimeter of the property. <br />An exception shall be the northeast portion of the property where the easement must expand to include <br />the pond and detention area. The applicant has agreed to provide said easements per Condition No. 6 of <br />the DSGW memo. A variance will be required to meet set -back distance requirements for the parking <br />area and building from the newly dedicated right -of -way limits. <br />5. The proposed ponding area is essentially squeezed or "shoe- horned" into a narrow space between the <br />parking lot and the adjacent property. This does cause some concerns with regards to possible <br />encroachment into neighboring properties, and an immediate drop behind the curbing of the parking <br />lot. Typically, a bench of sufficient width around a pond is needed to provide for adequate maintenance <br />and access. As mentioned in the previous memorandum, there are concerns regarding maintenance and <br />snow removal. 6 -foot privacy (wood fence) has been provided on the plan to protect and prevent <br />encroachment and/or grading into the neighboring properties. The fence must be placed on the <br />Applicant's side of the property line in accordance with the requirements of the City of Lino Lakes. <br />6. An existing building and other structures must be removed to provide for the new construction. All <br />existing fixtures shall be removed in accordance with the requirements of the City of Lino Lakes and <br />the State of Minnesota, including foundations and any other underground fixtures that may exist such <br />as storage tanks or other. In the event there are environmental issues such as contaminated soil and/or <br />materials or other removal issues, the Applicant shall be responsible for complying with all <br />environmental requirements of the City, County, and State as applicable. This also includes the <br />abandoning and capping of wells and removal of septic systems as may be applicable. <br />Grading Plan (Sheet GI): <br />Comments with regards to the Grading Plan are as follows: <br />1. The building's main finished floor elevation has been provided as 909.8. The lowest building opening <br />must be a minimum of 1 -foot higher than the emergency overflow elevation. Any basement floor <br />elevations must be at least 4 -feet above the normal water elevation and 2 -feet above the design flood <br />level. However, the applicant has indicated that there is no basement proposed for the building. <br />
