Circle -Lex VFW Post 6583 Page 4 February 3, 2004 <br />City of Lino Lakes, Minnesota <br />2. Comments regarding the drainage calculations were provided in the January 15, 2003 memo. Revised <br />calculations must be submitted and address the following specific items as previously identified: <br />• Per the drainage diagram and calculations submitted, Subcatchments 2 and 3 (S2 and S3) <br />were shown routing to Pond 1 (P1). However, per the utility plan, S2 discharges directly to <br />the storm sewer rather than to the pond. In addition, Subcatchment 1 (S1) was shown <br />discharging to a Pond 2 (P2), although no Pond 2 exists on the grading plan. In addition, the <br />HydroCad model utilized a 6 -inch outlet whereas no outlet of such is shown on the utility <br />plan. It should also be noted that no ponding is allowed within the County right -of -way. The <br />calculations must be corrected and re- submitted. <br />• The 2, 10, and 100 year proposed discharge rates may not exceed the 2, 10, and 100 -year <br />existing discharge rates. If the orifice on the outlet is at the minimum 6 -inch size, the City <br />shall review and determine if the proposed discharge rate is acceptable. Further review shall <br />be conducted upon the receiving of revised calculations showing the corrected discharge rates. <br />• A 10 -foot wide 10:1 bench is typically required at the normal water level for stormwater <br />ponds. <br />3. Notes regarding seeding, mulching and turf establishment shall be provided and refer to the appropriate <br />Mn/DOT Specification for turf establishment (2575) and for the seed mixture. The City of Lino Lakes <br />has a specific seed specification for ponding areas and a note referring to City of Lino Lakes seeding <br />specifications is provided on the plan. However, it is recommended that the actual specification and mix <br />be included on the plans or detail sheet. <br />4. All grading shall be confined to the property, and a note has been added to the plans stating this. In <br />addition, an existing retaining wall is located at the east property line. The applicant has stated that the <br />retaining wall will be left in place and left undisturbed. If not, the Grading Plan must address this <br />accordingly. <br />5. The Grading Plan suggests that at least some portions of the parking lot and driveways will drain directly <br />to the neighboring streets (Lake Drive and Lois Lane). Additional spot elevations at the driveway <br />entrances should be shown to verify the intended drainage patterns. <br />6. As previously stated, provisions for existing wells and septic systems shall be addressed on the Grading <br />Plan in accordance with City and State of Minnesota requirements. <br />Utility Plan (Sheet U1): <br />The following comments can be made with regards to the Utility Plan: <br />1. Sanitary sewer and water currently exist in Lake Drive (12 -inch diameter water and 21 -inch diameter <br />sanitary sewer). The Plans propose utilizing existing services to these mains.
