•
City Council
Legacy at Woods Edge
March 22, 2004
Adjacent Land Uses
The southern property line for the proposed development is bordered by the Rice Creek
Chain of Lakes Regional Park and a small residential development consisting of seven
single- family dwellings. The eastern property line is bordered by the Rice Creek Chain
of Lakes Regional Park. Land uses on the west side of Lake Drive include an Amoco
service station, limited residential development, and undeveloped property that is
currently zoned for commercial development. The northern side of the project area is
separated from existing commercial and industrial uses by I -35W.
Comprehensive Plan
The City's 2001 Comprehensive Plan guides the property for Mixed Use Development.
The plan specifically states the following:
"The southeast quadrant of the I -35W /Lake Drive interchange represents the Lino Lakes
Village area. The Village is intended to integrate a mixture of commercial, medium and
high density residential and public land uses in an attractive and cohesive design." The
plan is intended to emphasize the following objectives
1. A 65 -acre complex of buildings in a controlled setting.
• 2. An integrated mix of uses that responds to residents' needs.
3. A gathering place that creates a sense of community, civic identity and pride.
4. A place that defines the unique character of the community.
5. An economic development initiative to increase the value of the commercial tax
base.
6. A distinctive, consistent architectural style that promotes high quality,
aesthetically pleasing commercial buildings.
The plan provides for a residential density of between 10 and 24 units per acre within
mixed use districts.
The proposed mix of residential and commercial, civic, and recreational uses are
consistent with the Comprehensive Plan and the Village Master Plan.
Zoning
The property is currently zoned LB, Limited Business District. The City's Zoning
Ordinance provides for mixed -use development through the use of the Planned Unit
Development process.
Additionally, The eastern and southern portions of the site are located within the
designated shoreland zoning districts for George Watch Lake and Marshan Lake. The
Shoreland District extends 1,000 feet from the Ordinary High Water Level (OHWL) of
• public waters.
