During non -event times, both driveways could be <br />used for entry and exit. <br />Parking: The plan provides for adequate parking, as indicated in the table below. It <br />is possible that the church will expand in the future. The EAW analysis included the <br />potential expansion. If the hypothetical expansion of 700 seats occurs, it would require <br />an additional 233 parking spaces. The plan accommodates this potential with a grassy <br />area south of the western parking lot area. <br />It is common practice in Lino Lakes to attempt to minimize the impervious surface. Only <br />23% of the site will be impervious surface. The plan proposes 47 more parking spaces <br />than required. The elimination of 47 spaces would amount to one double row. This <br />would not accomplish much and would negatively affect the circulation design within the <br />parking lot. <br />Traffic: The traffic analysis prepared for the EAW raised concern over the Sunday <br />peak periods at 35E ramps and at the 20th Ave. /Main St. intersection. The City's <br />requirements for CUPs, site plans , and subdivisions include level of service (LOS) <br />criteria (listed below under CUP Criteria). The level of service criteria do not apply to <br />the freeway interchange. (See d.7.) <br />The difficulty arises when looking at the larger picture. The 20th Ave. /Main St. <br />intersection is 1 1/2 miles from the proposed church site. This is quite a distance for <br />establishing levels of service for roadways. In addition, that intersection is in another <br />municipality (Centerville), a location over which Lino Lakes has no jurisdiction. <br />These questions loom even larger in relation to the I -35E interchange. First, the level of <br />service criteria do not apply to the freeway interchange. Second, it is clear that no project <br />applicant can reconstruct a freeway interchange unless the proposed development project <br />is huge enough to cover the costs. (For example, a large shopping mall, sports arena, or <br />commercial development such as the Best Buy site in Richfield.) Both MnDOT and <br />Anoka County would have to be involved in such a project. <br />An even more difficult question arises in considering the implications. Land in the <br />vicinity of the interchange is guided and zoned for commercial and industrial <br />development. If a large retail, office, or industrial project is proposed in that area that <br />would create traffic and violate the level of service restrictions, we would have to deny <br />the project unless the interchange were reconstructed to handle the traffic.
