Comment: Staff does not believe this should be included because it does not apply to all properties that abut Peltier Lake and is not reasonably related to any standards set forth in the Zoning Ordinance d. Sound disturbance prevention: No horn blowing from the congregate, including weddings. No outdoor amplification from any location on the property. Comment: Staff does not believe this is necessary or reasonable. Noise emission from the site is subject to Section 3, Subdivision 4.J, of the Lino Lakes Zoning Ordinance as with all properties within the City. 2. Traffic Safety a. A right turn lane off of the Interstate 35 -east north exit ramp must be constructed prior to the issuance of an occupancy permit for the church. The church will pay the cost of constructing this lane. Comment: Condition No. 11 of Resolution No. 04 -17 requires that the church construct and pay the cost of the turn lane construction. The improvements must be completed prior to the certificate of occupancy for the church. b. The City will set up a review panel to make quarterly reviews of the Eagle Brook traffic impact and conditions created by the church's events and services. The review panel membership would consist of non - church members from the Lino Lakes and Centennial Lakes police departments, a non - church member from the Washington County Sheriff Department, a Heron Group representative and an Eagle Brook representative. All safety action recommendations would be sent to the appropriate city or county entity. Comment: Condition No. 5 of Resolution No. 04 -17 requires that the Chief of Police will call a review meeting after the first worship service with representatives from law enforcement officers providing traffic control, Eagle Brook Church and the neighborhood. c. The Lino Lakes chief of police, or his designee, will decide when and where traffic control officers are needed. At a minimum, any church activity which is expected to attract more than 1250 attendees during any 30- minute period, shall require uniformed traffic control officers at the I -35E bridge (both ends), the intersection of County Rd 21 and CSAH 14, and the appropriate church driveway(s). Additional uniformed traffic control officers may be required at these or other locations, in the discretion of the chief of police. Comment: Condition No. 4 of Resolution No. 04 -17 requires that the church employee traffic control officers, provided by the City of Lino Lakes, at the church's expense.
