Comment: Staff does not believe this should be included because it does not <br />apply to all properties that abut Peltier Lake and is not reasonably related to any <br />standards set forth in the Zoning Ordinance <br />d. Sound disturbance prevention: No horn blowing from the congregate, including <br />weddings. No outdoor amplification from any location on the property. <br />Comment: Staff does not believe this is necessary or reasonable. Noise <br />emission from the site is subject to Section 3, Subdivision 4.J, of the Lino Lakes <br />Zoning Ordinance as with all properties within the City. <br />2. Traffic Safety <br />a. A right turn lane off of the Interstate 35 -east north exit ramp must be constructed <br />prior to the issuance of an occupancy permit for the church. The church will pay <br />the cost of constructing this lane. <br />Comment: Condition No. 11 of Resolution No. 04 -17 requires that the church <br />construct and pay the cost of the turn lane construction. The improvements must <br />be completed prior to the certificate of occupancy for the church. <br />b. The City will set up a review panel to make quarterly reviews of the Eagle <br />Brook traffic impact and conditions created by the church's events and services. <br />The review panel membership would consist of non - church members from the <br />Lino Lakes and Centennial Lakes police departments, a non - church member from <br />the Washington County Sheriff Department, a Heron Group representative and an <br />Eagle Brook representative. All safety action recommendations would be sent to <br />the appropriate city or county entity. <br />Comment: Condition No. 5 of Resolution No. 04 -17 requires that the Chief of <br />Police will call a review meeting after the first worship service with <br />representatives from law enforcement officers providing traffic control, Eagle <br />Brook Church and the neighborhood. <br />c. The Lino Lakes chief of police, or his designee, will decide when and where <br />traffic control officers are needed. At a minimum, any church activity which is <br />expected to attract more than 1250 attendees during any 30- minute period, shall <br />require uniformed traffic control officers at the I -35E bridge (both ends), the <br />intersection of County Rd 21 and CSAH 14, and the appropriate church <br />driveway(s). Additional uniformed traffic control officers may be required at <br />these or other locations, in the discretion of the chief of police. <br />Comment: Condition No. 4 of Resolution No. 04 -17 requires that the church <br />employee traffic control officers, provided by the City of Lino Lakes, at the <br />church's expense.
