d. Traffic control would be designed mainly to facilitate traffic movement to or from <br />the church, but vehicles with other designations would be given equal priority for <br />travel (e.g., being waved through intersections). <br />Comment: Given the responsibility of the traffic control officers to manage <br />traffic effectively, and the inability of officers to identify Eagle. Brook patrons <br />from other traffic it is impossible to insure that "vehicles with other designations <br />would be given equal priority." <br />3. Land Use <br />a. The church will pay the usual park dedication fee required under city ordinances. <br />Comment: The City does not require park dedication fees from public and semi- <br />public uses. However, Eagle Brook Church is providing a 14 acre conservation <br />easement over the southwestern portion of the property. <br />b. The subdivided single family residence property may not be used for church <br />activities (offices, retreat house) unless replatted into the church lot. Traffic on <br />the driveway to this residence shall be limited to residential family use. <br />Comment: The subdivided single family lot is not included in the conditional <br />.use permit. <br />c. Use of the barn must be consistent with the other requirements for use of that lot. <br />Comment: The barn on the subdivided single family lot is not included in the <br />conditional use permit. <br />d. A tree removal and replacement plan must be approved by the city prior to the <br />granting of any grading of building permit. <br />Comment: A landscaping and tree preservation plan has been reviewed as <br />part of the Conditional Use Permit process. Such plans will be implemented as <br />part of the site development and subject to the review of the City Environmental <br />Specialist. <br />e. A non - government prairie specialist would be designated as a community liaison <br />to oversee the success of the proposed establishment of native prairie. <br />Comment: Condition No. 19 of Resolution No. 04 -17 requires that a <br />management plan for the prairie areas must be prepared and obtain approval <br />from the City prior to issuance of a building permit. <br />Monitoring the establishment of the native prairie is conducted by the City's <br />Environmental Specialist. <br />f.
