The Town Center Design & Development Guide <br />promotes the use of planters, benches, bicycle racks, decorative litter <br />receptacles and lighted bollards throughout the site to enhance the pedestrian <br />experience and to attract more business for the retail stores. Incorporation of <br />appropriate materials and architecture into the buildings within the <br />development is also an important consideration. The density and placement <br />of the various streetscape elements used in the development will be <br />determined during final design. <br />Boulevard trees will be planted throughout the development. In areas of <br />sufficient boulevard or median width, trees will be placed directly in the soil. <br />In areas of full -width sidewalk, trees will be placed in cutout areas and will <br />be bedded in a structural soil that promotes health of the trees. Tree grates <br />may be used in these areas to protect the trees. Irrigation systems will be <br />installed in landscaped medians and boulevards, as well as in areas with tree <br />wells. <br />Proposed boulevard tree planting details are shown in Figure 7. <br />2.5 Retaining Walls <br />2.5.1 Existing Conditions <br />There are no retaining walls along the existing streets in the project area. <br />2.5.2 Proposed Improvements <br />A retaining wall will be installed on the east side of Town Center Parkway in <br />the vicinity of the existing wetland next to the City Hall complex. <br />A retaining wall will also be required to support the pedestrian trail installed <br />along the southerly edge of Block 3. The wall will have the added feature of <br />providing a barrier that prevents parking lot runoff in Block 3 from <br />discharging directly to the existing wetland on the south end of Block 3. <br />Other retaining walls may be required in the development but it is anticipated <br />they would be installed on private property and would not be considered as <br />part of the public improvements. <br />2.5.3 Alternatives <br />Elimination of the retaining wall to support the pedestrian trail was <br />considered. This alternative was rejected as it would require the trail to either <br />be placed in the adjacent wetland or in the YMCA parking lot. Both options <br />are objectionable. <br />2.6 Street Lighting <br />2.6.1 Existing Conditions <br />Town Center Parkway and Village Drive have inplace street lighting fixtures <br />that provide adequate lighting at intersections and driveway entrances. The <br />fixtures are not compatible with the ornamental style of fixtures identified in <br />the Town Center Design & Development Guide. <br />2.6.2 Proposed Improvements <br />Street light fixtures proposed for the development are identical to the fixtures <br />used in the Market Center area on the north side of I -35W.
