2.9.3 Alternatives <br />Postponing installation of the freeway crossing until a future date was <br />considered. This alternative was rejected because the intensity of the <br />proposed development will require a significant level of fire protection that <br />can be met only if the system is looped across the freeway. <br />2.10 Private Utilities <br />2.10.1 Existing Conditions <br />Existing buildings in the development area are presently served with gas, <br />electric, telephone, and cable television facilities. <br />2.10.2 Proposed Improvements <br />Further development of the site will require extension and expansion of <br />private utilities. To effectively manage the public right -of -way, the City <br />should incorporate early and frequent coordination with private utility <br />companies. The City may want to consider installing utility conduits as part <br />of the public improvements project and then leasing conduit space to the <br />various utility companies. <br />Location and sizing of private utility lines must be determined by each utility <br />company. <br />2.11 City Park <br />A conceptual plan has been developed for the new City park. The plan <br />incorporates a central green, a plaza area, and a seasonal garden area. The <br />use of tree plantings, sidewalks, paver blocks, interactive water features, and <br />flower beds would promote the park as a gathering place and as an area that <br />could host outdoor events and concerts on a seasonal basis. Creation of a <br />City park within the development is consistent with the Town Center Design <br />& Development Guide. <br />Proposed park improvements are shown in Figure 13. <br />3.0 Maintenance Impacts <br />Maintenance requirements resulting from this project, while typical for a <br />downtown area, will be unique for the City and will create the need for <br />revised City policies related to snow removal, street sweeping, sidewalk <br />cleaning, and landscape irrigation and upkeep. The expectations of individual <br />business owners in the "downtown" retail area must be identified and met to <br />ensure a successful relationship between the City and the merchants in <br />maintaining the public improvements. <br />The City may want to explore creating an agreement with the business <br />district to streamline snow removal operations in the public right -of -way and <br />private parking lots. Similar agreements could be developed for maintenance <br />of landscaping and lighting, as well as for sweeping of streets and parking <br />lots. <br />The City also may want to consider contracting for maintenance of the street <br />lighting system. <br />Feasibility Report A- LINOL0305.02 <br />City of Lino Lakes Page 11 <br />
