.2 Develop land uses linked to the local <br />and regional transportation systems. <br />Will achieve this objective in ways such as: <br />Developed Communities or location: <br />• Include land use patterns that support transit <br />service and development. <br />• Include local transportation, transit, pedestrian <br />and bicycle investments to improve connections <br />between workplaces, residences, retail, services <br />and entertainment activities. <br />Developinc Communities or locations: <br />• Support the transportation needs of the planned <br />build -out of the community. <br />• Improve transportation connections and <br />address /incorporate commuting issues such as <br />park and rides, express bus service. <br />• Include land use patterns to support transit <br />development and service expansion <br />The following transportation studies now underway: <br />1. A coalition of the cities of Lino Lakes, Centerville, Forest Lake, <br />Hugo and Columbus Township, Anoka and Washington Counties <br />and MnDOT have been meeting to develop a cohesive <br />transportation system, balance land use and transportation, and <br />identify, develop and support regional improvements. <br />2. Lino Lakes is part of a MnDOT initiated I -35 Inter Regional <br />Corridor Study to develop a common vision and management <br />approach to the corridor from I -694 north to Hinckley. <br />3. Lino Lakes is participating with Anoka County and MnDOT in a <br />CSAH 14 Study from 35E to 35W through Lino Lakes and <br />Centerville, including the 35E /CSAH 14 interchange. <br />These studies are indicating a need for transportation systems upgrading. <br />An AUAR will help to plan ahead of development to incorporate transit, <br />park and rides, and coordinate land use activity. <br />A.3 Connect housing and centers of <br />employment, education, retail, <br />recreation uses. <br />Will achieve this objective in ways such as: <br />Developed Communities or locations: <br />• Provide infill development, redevelopment, and <br />adaptive reuse of structures to connect housing <br />and jobs, and integrate new development into <br />existing neighborhoods. <br />Seveloping Communities or locations: <br />Build connections between workplaces, <br />residences, retail, services and entertainment <br />activities. <br />A.4 Develop a range of housing densities, <br />types and costs. <br />Will achieve this objective in ways such as: <br />Developed Communities or locations: <br />• Integrate new housing into existing <br />neighborhoods <br />Developing Communities or locations: <br />• Include housing planned to take into account <br />population forecasts, existing housing stock, <br />current and future community needs. <br />An AUAR is precisely what is needed to ensure a development <br />framework is in place that adheres to the principles of connectivity. A <br />"big picture" approach will look at all the development that will occur <br />within the area. Individual projects will need to follow the development <br />patterns and mitigation guidelines contained in the AUAR. <br />The following are just a few reasons an AUAR is important: <br />• The 35E Corridor impacts more than just Lino Lakes. <br />Connectivity with major housing developments in abutting Hugo <br />and Centerville can be addressed. <br />• The land use plan allows medium and high density residential, <br />industrial and commercial activities. Integrating these uses can <br />provide an environment where people can live, work and shop. <br />• As a major commuter corridor with large undeveloped tracts of <br />land, it provides an excellent opportunity to expand transit <br />services, and build a park and ride. <br />The city's land use plan contains ± 120 acres guided for medium and high <br />density housing within the 360 -acre site that Benchmark Community <br />Builder Collaborative —the same developer that master planned the <br />Ramsey Town Center —is now master planning in Lino Lakes. The city <br />has a modest amount of medium density housing and has plans for a town <br />center on 35W that includes high density apartments, condos and <br />townhomes. Because of the fractured nature of the city due to the regional <br />park and two interstate freeways, the community seeks to provide this <br />diversity in housing on its east side. This can be best accomplished by <br />integrating it with surrounding uses, creating a transportation network <br />that encourages integration, and meeting market demands. <br />• <br />4 <br />-67- <br />
