Drug Abuse Resistance Education (DARE) <br />This marks the 9th year of the department's involvement in the program. <br />DARE was taught by Officer Dale Hager at Blue Heron, Lino Lakes and <br />Rice Lake Elementary schools. Although it is difficult to measure the <br />success of DARE, there are many positive relationships gained throughout <br />the community and the building of relationships with the students, as well <br />as providing positive role models for students who are at a very <br />impressionable age. Teaching children the skills to deal with resistance in <br />today's society and to say "no" to alcohol and drugs are the major focus of <br />DARE. <br />Active Threat Response <br />Officer Dale Hager <br />The Active Threat Response is comprised of all officers from the Lino Lakes Police Department. <br />The officers are trained to respond to critical incidents involving an active shooter in businesses, <br />government buildings and schools within the City of Lino Lakes. This year Blue Heron Elementary <br />school opened their facility for officers to use so they could train in a business setting that actually <br />exists in Lino Lakes. <br />The Active Threat Response training was conducted regularly at various locations throughout the <br />city. Training consists of two hour segments which involve "role playing" scenarios that the unit <br />may encounter. The unit also trained with the use of a variety of firearms at indoor and outdoor <br />ranges to maintain their firearms proficiency. Area school officials have been very supportive of <br />the active threat response concept and assisted us with our training scenarios at their schools. <br />Emergency Management <br />Emergency Management is responsible for the operation of City Government/Public Safety during <br />an emergency whether the emergency is natural, technological or a terrorist act. <br />The Lino Lakes Police Department operates under the Minnesota / National Incident Management <br />System (MNIMS) during an emergency. The staff at the Lino Lakes Police Department, City Hall, <br />Public Works and City Council members received extensive training in the use of this system, and <br />Sergeant Strege became state certified as an Emergency Manager. <br />The police department is responsible for completing and updating the emergency plan to <br />incorporate the Homeland Security issues. <br />The Lino Lakes Police Department continues to participate in training and drills with other <br />agencies that would be likely to respond to actual emergencies in the city. The process of <br />designing, executing and evaluating drills allows participating agencies to test their current level of <br />readiness as well as define areas that need improvement. The utilization of outside observers <br />ensures that we will get a realistic picture of our abilities. We can design a plan to respond <br />effectively to various situations; and have proper documentation in place to ensure any available <br />funds from the Federal Emergency Management Agency will be able to flow to the areas needing <br />assistance. <br />Lino Lakes Police Department 2006 Annual Report 20 <br />• <br />• <br />• <br />
