PERSONNEL QUALIFICATIONS <br />Bryant J. Ficek, P.E., P.T.O.E. <br />- Mr. Ficek has over 12 years <br />of experience in traffic and <br />transportation projects. He has <br />served public and private clients, <br />including cities, counties, and <br />states, and understands the close <br />coordination and consensus building <br />necessary to be successful in one <br />of the most visible branches of engineering. Mr. Ficek <br />is also a Professional Traffic Operations Engineer, a <br />certification that demonstrates his requisite knowledge, <br />skill, and ability in the specialized application of traffic <br />engineering. He served as the Project Manager for the <br />Kenrick Avenue and 175th Street Roundabout project <br />for the City of Lakeville, and as the Traffic Engineer for <br />the I -35W St. Anthony Falls Bridge Project design -build <br />team, and the Traffic Engineer for the Jamaica Avenue <br />and TH 61 Interchange Reconstruction project for the <br />City of Cottage Grove. <br />Timothy A. Chalupnik, P.E. - Mr. <br />Chalupnik has over 30 years <br />of consulting experience in <br />transportation engineering. He has <br />been with TKDA for 18 years. His <br />experience encompasses project <br />management, quality management, <br />public involvement facilitation, <br />and design engineering for all <br />phases of highway and traffic engineering projects. <br />He served as TKDA's design manager on the Lyndale <br />Avenue /I -494 interchange reconstruction project for <br />the City of Richfield and traffic engineer on the I -35W <br />St. Anthony Falls Bridge project. He also serves as <br />Project Manager for the Anoka County Foley Boulevard <br />Overpass Project. <br />James J. Bellefeuille, P.E. - Mr. <br />Bellefeuille has 22 years of <br />experience in civil engineering, <br />including extensive work in highway <br />transportation projects for State <br />DOT's, Counties, Cities, and Class <br />1 Railroads. Specific project types <br />include road design, vehicular and <br />railroad bridge designs, retaining <br />wall design, and railroad facility design. His experience <br />includes project management, project engineering, <br />construction administration services, and client <br />support services. He was the project manager and <br />lead designer for the Van White Memorial Boulevard <br />project for the City of Minneapolis, including 1.3 miles <br />of roadway and three bridges, and the Westminister <br />TKDA <br />ENGINEERING • ARCHITECTURE • PLANNING <br />Junction Bridge and the Wabasha Street Bridge <br />projects for the City of St. Paul. <br />Bret M. Farmer, P.E. - Mr. Farmer <br />has over 17 years of engineering <br />consulting practice and is an <br />experienced Project Manager, <br />Construction Contact Administrator, <br />and Designer. Mr. Farmer <br />specializes in complex regional <br />trail projects for municipalities and <br />multi - jurisdictional entities, usually <br />involving state and federal funding administration, rail <br />and roadway crossings, tunnels and bridges. He was <br />the project manager and lead designer for the Samuel <br />H. Morgan Bicycle and Pedestrian Trail Renovation <br />for Saint Paul Parks and Recreation, the Ayd Mill <br />Road Bicycle and Pedestrian Trail and award winning <br />Lower Phalen Creek Trail project for the City of Saint <br />Paul, the Mississippi River Regional Trail Segment for <br />Dakota County, and the federally funded Saint Anthony <br />Parkway Bicycle Trail for the Minneapolis Park and <br />Recreation Board. <br />John W. Ahern, P.E. - Mr. Ahern <br />is Vice President of the Aviation <br />Division with over 18 years of airport <br />design and construction experience. <br />He was the lead design engineer and <br />also performed field representative <br />duties for the reconstruction of the <br />Owatonna Airport. John has more <br />recently been deeply involved in the <br />expansion of the Minneapolis /St. Paul International <br />Airport. He has been project manager for numerous <br />apron, taxiway, and fuel system related projects. This <br />experience has positioned John very well, he knows <br />the resources it takes to get a project completed <br />on -time and within budget. <br />Paul W. Blum, P.E. - Mr. Blum <br />has over 33 years of engineering <br />experience including airport, <br />highway, municipal, environmental, <br />and flood control projects. He has <br />been responsible for the design of <br />numerous projects at Minneapolis/ <br />St. Paul International Airport (MSP). <br />He was the lead designer of the <br />award - winning Runway 12L Deicing Pad.
