PERSONNEL QUALIFICATIONS Bryant J. Ficek, P.E., P.T.O.E. - Mr. Ficek has over 12 years of experience in traffic and transportation projects. He has served public and private clients, including cities, counties, and states, and understands the close coordination and consensus building necessary to be successful in one of the most visible branches of engineering. Mr. Ficek is also a Professional Traffic Operations Engineer, a certification that demonstrates his requisite knowledge, skill, and ability in the specialized application of traffic engineering. He served as the Project Manager for the Kenrick Avenue and 175th Street Roundabout project for the City of Lakeville, and as the Traffic Engineer for the I -35W St. Anthony Falls Bridge Project design -build team, and the Traffic Engineer for the Jamaica Avenue and TH 61 Interchange Reconstruction project for the City of Cottage Grove. Timothy A. Chalupnik, P.E. - Mr. Chalupnik has over 30 years of consulting experience in transportation engineering. He has been with TKDA for 18 years. His experience encompasses project management, quality management, public involvement facilitation, and design engineering for all phases of highway and traffic engineering projects. He served as TKDA's design manager on the Lyndale Avenue /I -494 interchange reconstruction project for the City of Richfield and traffic engineer on the I -35W St. Anthony Falls Bridge project. He also serves as Project Manager for the Anoka County Foley Boulevard Overpass Project. James J. Bellefeuille, P.E. - Mr. Bellefeuille has 22 years of experience in civil engineering, including extensive work in highway transportation projects for State DOT's, Counties, Cities, and Class 1 Railroads. Specific project types include road design, vehicular and railroad bridge designs, retaining wall design, and railroad facility design. His experience includes project management, project engineering, construction administration services, and client support services. He was the project manager and lead designer for the Van White Memorial Boulevard project for the City of Minneapolis, including 1.3 miles of roadway and three bridges, and the Westminister TKDA ENGINEERING • ARCHITECTURE • PLANNING Junction Bridge and the Wabasha Street Bridge projects for the City of St. Paul. Bret M. Farmer, P.E. - Mr. Farmer has over 17 years of engineering consulting practice and is an experienced Project Manager, Construction Contact Administrator, and Designer. Mr. Farmer specializes in complex regional trail projects for municipalities and multi - jurisdictional entities, usually involving state and federal funding administration, rail and roadway crossings, tunnels and bridges. He was the project manager and lead designer for the Samuel H. Morgan Bicycle and Pedestrian Trail Renovation for Saint Paul Parks and Recreation, the Ayd Mill Road Bicycle and Pedestrian Trail and award winning Lower Phalen Creek Trail project for the City of Saint Paul, the Mississippi River Regional Trail Segment for Dakota County, and the federally funded Saint Anthony Parkway Bicycle Trail for the Minneapolis Park and Recreation Board. John W. Ahern, P.E. - Mr. Ahern is Vice President of the Aviation Division with over 18 years of airport design and construction experience. He was the lead design engineer and also performed field representative duties for the reconstruction of the Owatonna Airport. John has more recently been deeply involved in the expansion of the Minneapolis /St. Paul International Airport. He has been project manager for numerous apron, taxiway, and fuel system related projects. This experience has positioned John very well, he knows the resources it takes to get a project completed on -time and within budget. Paul W. Blum, P.E. - Mr. Blum has over 33 years of engineering experience including airport, highway, municipal, environmental, and flood control projects. He has been responsible for the design of numerous projects at Minneapolis/ St. Paul International Airport (MSP). He was the lead designer of the award - winning Runway 12L Deicing Pad.
