RELATED EXPERIENCE <br />residents. The City needed to add a water supply new <br />well. A new site was planned on the north side of Birch <br />Street at Black Duck Drive. This was a site that would <br />be cost effective but also had its challenges. TKDA <br />had designed the water system to take advantage of <br />the Birch Street watermain corridor due to the location <br />. _ within the entire City and the geological nature of the <br />City's aquifers. <br />MOOSE <br />Inman <br />The site was originally planned as a housing <br />development. However, because of the site's significant <br />wetlands, it couldn't be properly developed and the site <br />became a City parcel. The well location presented many <br />challenges to deal with the wetlands and the surrounding <br />residential homes. Coordination with the residents <br />was vital to address the well's visibility and solve other <br />concerns about living in close proximity to a well. <br />There were many construction hurdles to address <br />with neighboring residents regarding noise and <br />drainage concerns. Construction access required a <br />very detailed plan for the watermain installation due <br />to the large number of residents affected by any road <br />restrictions during the excavation activity. <br />The City Council was very involved in the process. <br />▪ They provided significant upfront guidance in the <br />design to provide for a successful project. The City <br />▪ Council decided upon a few building design options <br />that they wanted to see. Jim's staff then prepared the <br />building options in large scale exhibits that showed <br />how the final products would look in the future on <br />the site. This allowed for the City Council to make a <br />subjective decision on the building style. All of the <br />components careful considerations provided the City <br />with a successful new well. <br />TKDA <br />ENGINEERING • ARCHITECTURE • PLANNING <br />Agency Experience <br />Jim, as well as numerous TKDA staff members, have a <br />strong professional and personal relationship with the <br />Anoka County Highway Department, the Minnesota <br />Department of Transportation (Mn /DOT), Rice Creek <br />Watershed District (RCWD), and Vadnais Lakes Water <br />Management Organization (VLWMO). In the role of Lino <br />Lakes City Engineer, Jim is in constant contact with <br />Anoka County coordinating City and County projects. <br />Almost daily, he is in contact with RCWD regarding City <br />and Watershed projects and residential issues. TKDA <br />designs and oversees several projects for Anoka County <br />and Mn /DOT on an annual basis and has been doing <br />so for over 15 years. Currently, TKDA is facilitating Mn/ <br />DOT's implementation of the quality management process <br />for design- bid - build. As the City Engineer, Jim performs <br />all the required annual Mn /DOT reporting including <br />Certificate of Street Mileage, traffic counts, map updating <br />and State Aid System Updates. He has also been the <br />VLWMO representative for their monthly meetings. <br />Funding for Municipal Projects <br />As Municipal and City Engineers, the capital planning for <br />public infrastructure is one of the core functions of our <br />expertise. Critical to this expertise is the knowledge and <br />understanding of how to pay for municipal infrastructure <br />projects. There are many grant and low interest rate <br />loan programs available to local governments to assist <br />communities when the need for infrastructure exceeds the <br />capacity of the community to pay for it. Specific programs <br />exist for various types of infrastructure including water <br />supply systems, wastewater conveyance and treatment, <br />critical transportation systems, regional and recreational <br />trails, innovative storm water management, and <br />infrastructure support for economic development. For <br />many infrastructure components, such as transportation <br />systems, there are numerous funding assistance <br />programs with very specific goals and priorities. <br />TKDA staff understands what these programs mean to <br />communities and to the viability of major improvement <br />projects. We track these programs closely, paying <br />attention to the annual funding levels, application cycles, <br />eligibility criteria, ranking and priority criteria, and we <br />maintain close working relationships with the funding <br />program staff. We remain well versed in the programs <br />and work diligently to bring critical infrastructure funding <br />assistance to the communities we represent. Jim has <br />experience with funding applications and remains current <br />on funding trends locally, regionally, and nationally. He <br />most recently submitted an application to the Minnesota <br />Department of Health through the Drinking Water <br />Revolving Fund (DWRF).
