ammo <br />APPROACH TO SCOPE OF SERVICES <br />TKDA has assembled an experienced and seasoned <br />team to continue the role of City Engineer for the City of <br />Lino Lakes. Jim will be assigned as your City Engineer. <br />He is an experienced municipal professional with the <br />knowledge, professionalism, and capabilities to manage <br />your municipal infrastructure and function as part of <br />your staff. <br />Chris will assist Jim, taking on many of the routine <br />functions of the position and completing these tasks <br />and assignments at a reduced cost. <br />General Services <br />To be successful at the position of "City Engineer," <br />it is vital to have a competent professional that can <br />understand a City's multi- faceted perspective from the <br />viewpoint of the many stakeholders. The City Engineer <br />must work diligently to nurture strong relationships <br />and must become assimilated to the culture of the <br />community. Then, the day -to -day services must be <br />proactive, responsive, and cost effective. <br />Providing engineering services to the City requires <br />a close partnership between TKDA, City staff, City <br />Council, and other stakeholders and agencies. We <br />must work closely with the City staff to accomplish <br />this. Conversely, TKDA will not provide a positive <br />engineering opinion that is not supported by sound <br />engineering principals. We will provide the engineering <br />facts as they are, and present them for the City's <br />consideration and decision. <br />Throughout his appointment, Jim will provide <br />leadership in the role of City Engineer and will provide <br />carefully considered guidance on engineering issues. <br />He will look for opportunities to implement efficiencies <br />and work proactively in delivering his services to the <br />community. Jim will work closely with the City staff <br />and developers to solve the problems that arise. The <br />key is to clearly communicate City standards and <br />expectations early in the process and continue close <br />communication throughout the project. The goal is the <br />best possible development for the City while ensuring <br />a well built, easily maintained infrastructure. <br />TKDA city engineers continuously monitor funding <br />opportunities for our client's projects. Serving as the city <br />engineer for several metropolitan area cities allows us <br />to divide the task and more efficiently monitor funding <br />programs and ideas. We can then determine how our <br />clients may benefit from them. The constant collaboration <br />_ of our engineers provides added value for our clients. <br />As City needs develop and change, tasks and work <br />elements will evolve in step. TKDA will remain flexible <br />at all times and will tailor our services and approach <br />TKDA <br />ENGINEERING • ARCHITECTURE • PLANNING <br />to the needs of the City. Our philosophy is based on <br />building a long term relationship by providing the level <br />of service the City desires. <br />Project Management <br />TKDA has established a "project management culture" <br />to emphasize quality project delivery. We define project <br />success as completing project deliverables on time, <br />within budget, and to the level of quality defined by our <br />client at project start. TKDA project managers prepare <br />written project management plans to a level of detail <br />appropriate for the size and complexity of each project, <br />identifying critical success factors. To further support <br />and emphasize our project management culture, <br />TKDA's Senior Management Committee, consisting of <br />our CEO, President, and the Vice President of each of <br />TKDA's operating divisions, conducts monthly reviews <br />of five to ten projects. <br />Having extensive training in Project Management <br />techniques, Jim strives to have all projects completed <br />on time and within budget. Projects are kicked -off <br />with both a client team meeting and an internal TKDA <br />meeting setting expectations for project budgets and <br />outlining client defined critical success factors. Weekly <br />tracking and reporting is used to make certain that the <br />team remains on scope, on time, and within budget. <br />As the City Engineer for Lino Lakes, Jim is responsible <br />for the monthly review of invoices to the client to verify <br />accuracy and value. From there, he creates monthly <br />summary reports which detail the charges to the City <br />compared to the various City fund accounts. While <br />invoices provide detail of time charges, the goal of the <br />financial reports are to provide transparency to the City <br />so staff can see the big picture of how resources are <br />being allocated. TKDA was never asked by the City to <br />provide such detailed financial reporting. It has been <br />TKDA's own initiative and desire for transparency that <br />has driven the implementation of this monthly financial <br />reporting system initiated for the City in 2006. <br />Construction Services <br />Communication is a primary contributor to success for <br />any construction project. Our approach to managing <br />construction services is to focus on the perspective <br />of the stakeholders, namely, but not limited to, the <br />adjacent residential and commercial properties. <br />A strong communications plan must be prepared <br />in writing at the start of a project. Neighborhood <br />meetings must be held at various project stages to <br />communicate project progress and expectations, and <br />to engage the public. Ongoing communication with <br />residents throughout the project using a variety of <br />communication tools is vital to project success. <br />City of Lino Lakes 1 City Engineering Services 18 <br />
