Immmo <br />Doug Weiszhaar, PE <br />TRANSPORTATION <br />As the former Deputy Director of <br />Transportation for Mn /DOT, Doug will <br />advocate for Lino Lakes with experienced <br />insight and excellent working <br />relationships with upper level staff at <br />Mn /DOT and Anoka County. <br />Doug has over 30 years of experience working with local <br />governments - and particularly with Mn /DOT - to deliver <br />successful projects. In his 23 years as a County Engineer, <br />he worked with many Cities as well as state and federal <br />agencies, providing the cooperation necessary in project <br />delivery. He served for 12 years as the Stearns County <br />Engineer, six years as the Chisago County Engineer, <br />and five years as an Assistant Engineer for Ottertail <br />County. Prior to joining WSB, Doug was appointed <br />Deputy Commissioner/ Chief Engineer for the Minnesota <br />Department of Transportation. In that position, he was <br />instrumental in putting together the funding packages for <br />and delivering such major projects as the Hiawatha LRT <br />and the R0052 highway project. <br />Brandi Popenhagen, PE <br />TRANSPORTATION <br />Brandi will work with Jason on various <br />transportation projects as required by the <br />City. This includes traffic studies, Signal <br />Justification Reports (SJR's), and general <br />transportation planning. <br />Brandi is a Project Manager in our Transportation Engineering <br />Group with over 10 years of experience. Her experience includes <br />various phases of preliminary design including condor studies, <br />environmental documentation, traffic analysis, forecasting, <br />design study reports, interchange location studies, alternative <br />access reports, work zone alternatives, interchange, and highway <br />design. Her final design, experience includes right of way plats, <br />engineer estimates, highway design, and special provisions. <br />Brandi is currently working on several federal Environmental <br />Assessments for the Anoka County Highway Department. <br />Pete Willenbring, PE <br />WATER RESOURCES <br />Pete will provide water <br />resource assistance for the City <br />of Lino Lakes. He is a leader <br />of developing innovative <br />and sustainable storm water <br />solutions. He has a history of <br />success in obtaining grant funding for stormwater <br />management and flood related projects. <br />Pete has more than 30 years of experience. He is a water <br />resource engineering consultant who has worked on city, <br />county, state, and federal projects that have involved virtually <br />all aspects of water resource engineering, management, <br />design or planning. Pete has extensive experience working <br />with the Rice Creek Watershed District (RCWD), both as the <br />District Engineer and as an advocate for our clients. Pete's <br />working relationship with the RCWD has resulted in: <br />• Designation of the City of Hugo as the Local <br />Government Unit (LGU) <br />• Grant funding for several cities <br />• Coordinating and expediting RCWD project review <br />Andrea Moffatt, PWS <br />WATER RESOURCES <br />Andi is the head of WSB's <br />Environmental Planning and <br />Natural Resource Group and will <br />manage environmental projects for <br />the City. <br />Andi has more than 14 years of experience with wetland <br />delineations, natural resource management plans, <br />wetland function and values assessments, permitting, <br />and mitigation plans. Andi has extensive experience <br />with state and federal wetland and storm water <br />management rules such as the Wetland Conservation <br />Act, Section 404 of the Clean Water Act, and NPDES <br />Storm Water Rules. Her work in nearby Hugo with the <br />Rice Creek Watershed District has included wetland <br />delineations, habitat assessments, permitting, natural <br />resource inventories, and AUAR's. <br />Identification and Qualifications of Assigned Personnel IMF <br />
