Proposal to Prot Ide <br />WSB's Philosophy on <br />Providing Municipal <br />Engineering Services <br />WSB has a sincere passion for Municipal Engineering. <br />Effective municipal engineering requires: <br />• A local, hands on approach <br />• Understanding of the issues <br />• Communicating in a common sense fashion with <br />residents, City staff, and elected officials <br />• Understanding the impact of <br />projects on level of service, <br />maintenance, and financing <br />• Making certain project are <br />creative, cost effective, and <br />sustainable, which includes <br />developing incremental <br />solutions <br />• Relationships with other <br />governmental agencies and <br />community stakeholders <br />Engineering clients we have attained over the past two <br />years. Municipal engineering is the foundation of <br />our business and is at the core of all that we do. <br />As Municipal Engineers, we adopt each City that we <br />represent as our own and focus on the needs of the City <br />first. <br />One example of putting the needs of our municipal <br />clients first is regarding our compensation for general <br />engineering duties. We understand that the City's General <br />Fund is typically used for many of the general engineering <br />duties. In today's challenging <br />economic times, the General Fund <br />is a precious commodity. With <br />those considerations in mind, WSB <br />has developed a Customized City <br />Engineering Program that provides <br />a reduced cost retainer option <br />for general engineering services <br />that provides an easy to manage <br />budgeting process. You will leam <br />more about this in the Compensation <br />Portion of this proposal. <br />It is only through clear communication and collaboration that <br />a City will not only survive in this economy, but thrive. <br />Our company leaders have a thorough understanding of <br />what it takes to be a City Engineer. In fad, our President, <br />Bret Weiss, remains active in this facet of the business <br />and is the City Engineer for the City of Rogers. We hire <br />individuals who have the skills necessary to be effective <br />City Engineers and provide internal and external training to <br />enhance both their technical and communication skills. We <br />have also established an internal focus group of our City <br />Engineers that meets monthly to discuss City Engineering <br />issues to ensure that our collective experience and "lessons <br />learned" are shared across the group. <br />WSB provides Municipal Engineering services in over 50 <br />communities and are the City/Township Engineer in <br />21 communities. Of these communities, five are new City <br />WSB <br />& Associates, Inc. <br />Commitment to Provide <br />Staff Listed <br />WSB commits to providing the aforementioned staff <br />to the City of Lino Lakes. We further commit that <br />they will have the capacity to successfully complete <br />any engineering assignments. WSB has developed a <br />business culture that is employee- focused. Employee - <br />managed initiatives such as the WSB Way and WSB <br />University are examples of internal structures that focus <br />on employee education, development and achievement <br />in our industry.
