I. PROJECT HISTORY <br />This Feasibility Report was authorized by the Lino Lakes City Council on July 23, 2007. <br />The Report was initiated by the City to improve the intersection safety for the roadway <br />system and provide improved access to Lino Lakes Market Place and other commercial <br />and residential developments in the area. <br />The Report is based on site visits to review the existing conditions, available record <br />drawings, aerial photography, and City utility maps. No detailed surveys were <br />conducted to verify the grading extent and limits of the proposed improvements. <br />II. PROJECT AREA CHARACTERSTICS <br />The proposed project area is within a combination of existing City right -of -way as well <br />as privately owned residential properties. Precisely, the project area involves work <br />within 77th Street (from Marilyn Avenue to Lake Drive), within Marilyn Avenue (from <br />77th Street to approximately 100 feet north of 77th Street), and within Lake Drive (from <br />77th Street to Marketplace Drive). In addition, the project area involves work within <br />private residential properties, which lie at the southwest corner of the 77th Street and <br />Lake Drive intersection and at the northeast corner of the 77th Street and Marilyn <br />Avenue intersection. Refer to the exhibits in the Appendix for the project area. <br />The existing 77th Street is a rural bituminous roadway that is approximately 24 feet <br />wide and lies within a 66 foot right -of -way. The existing Marilyn Avenue is an urban <br />roadway with bituminous curb that is approximately 30 feet wide and lies within a 60 <br />foot right -of -way. Both roadways are in good condition and are not being recommended <br />for additional improvements at this time. Lastly, the existing Lake Drive is an Anoka <br />County highway that is a divided four lane highway with concrete curbs, concrete <br />medians, and turn lanes. Lake Drive was reconstructed in 2002. The intersection of <br />Lake Drive and Marketplace Drive is a three - legged intersection controlled by a traffic <br />signal. The proposed realigned 77th Street will connect to the Lake Drive and <br />Marketplace Drive intersection on the west and form a four - legged intersection. <br />Within the 77th Street right -of -way (extending from Lake Drive to approximately 200 <br />feet west of Lake Drive), City utilities consist of a 10 -inch trunk sanitary sewer and an <br />8 -inch lateral watermain.
