• <br />• <br />• <br />PROJECT <br />The City of Lino Lakes is soliciting proposals for professional services for the audit and <br />development of certain human resource functions. The purpose of the audit is to <br />determine review functions and adopt best practices. <br />I. BACKGROUND <br />Lino Lakes is a suburb of the Twin Cities located in Anoka County. The city's current <br />estimated population is 21,000. <br />The City of Lino Lakes currently has a job evaluation and compensation system based on <br />the Hay Job Evaluation system. The City has approximately 46 position descriptions (a <br />listing of position titles is enclosed) all of which are subject to the State of MN Pay <br />Equity Compliance requirements. <br />Lino Lakes employs 71 full -time and 5 part-time employees. The city has bargaining <br />agreements with following unions: <br />• Law Enforcement Labor Services which represents our Police Sergeants <br />• Law Enforcement Labor Services which represents our Police Officers <br />• International Union of Operating Engineers which represents our Public Works <br />positions <br />• AFSCME which represents our Clerical /Technical positions. <br />II. SCOPE OF WORK <br />A. Position Descriptions <br />The basis of our compensation program is our position descriptions. Our position <br />descriptions outline the following: <br />• primary objectives of the position; <br />• essential functions; <br />• knowledge skills and abilities required to perform the job; <br />• minimum and desired qualifications. <br />The position description is also the basis of our review form. Our Annual Review form <br />also asks the question of the employee if they feel there are any changes to be made to the <br />position description. This assists the City in ensuring that position descriptions remain <br />accurate and up to date.
