MINNESOTA DEPARTMENT OF PUBLIC SAFETY - OFFICE OF JUSTICE PROGRAMS <br />METRO and ST CLOUD METRO GANG STRIKE FORCE <br />2008 Request for Proposal to Participate <br />INTRODUCTION <br />The 2005 Minnesota State Legislature created the Gang and Drug Oversight Council to provide <br />guidance related to the investigation and prosecution of gang and drug crime. The Oversight <br />Council was tasked with the responsibility of developing a statewide strategy to ameliorate the <br />harm caused by gangs and drugs. The Legislature also appropriates funding to support the <br />development of this statewide strategy and specifically for "grants to the combined operations of <br />the Criminal Gang Strike Force and Narcotics Task Forces ". <br />The Department of Public Safety, in collaboration with the Oversight Council, is offering this <br />Request for Proposal for calendar 2008 programming. This application is part of the larger <br />application process to support multijurisdictional task and strike forces, including a metro gang <br />strike force and a St. Cloud metro gang strike force." This application is for the purpose of <br />soliciting new participants for the Metro Gang Strike Force and the St. Cloud Metro Gang Strike <br />Force. "St. Cloud Metro" is considered the Greater St. Cloud metro area including the counties <br />of Stearns, Sherburne and Benton. "Metro" is defined as the seven country metro area. <br />Agencies outside of the seven county metro areas may also apply for gang personnel as part of <br />a related MULTIJURISDICTIONAL NARCOTICS AND GANG TASK FORCES application. <br />Metropolitan gang strike forces will operate under a Joint Powers Agreement and will be under <br />the direction of a commander who reports to an Advisory Board comprised of the chief law <br />enforcement officers (or their designees) of the participating agencies. All participating <br />members have statewide jurisdiction but will remain employees of the contributing agency. <br />NOTE: Joint Powers Agreements have been created for the strike forces and they address common <br />issues including but not limited to: purpose, scope of work, work location, command structure, terms of <br />participation, terms of reimbursement, designation and duties of a fiscal agent and use of forfeited <br />assets. You many contact either of the strike forces to obtain a copy of the Joint Powers Agreement <br />ELIGIBLE APPLICANTS <br />Law enforcement agencies in the seven county metro area are eligible to apply. <br />1. All Metro Gang Strike Force investigators will be co- located and operate under the direction <br />of their respective Advisory Boards and under the command of the Metro Commander. As is <br />true with all multijurisdictional task forces throughout the state; strike forces will be a part of <br />the overall strategy of and governed by the Gang and Drug Oversight Council, and they will <br />work in collaboration of the Statewide Gang and Drug Coordinator. <br />GANG STRIKE FORCE RFP (2007) - 1 - <br />
