NARRATIVE of no more than 4 double- spaced typewritten pages that addresses: <br />o A description of the metro or St. Cloud metro gang problem from your perspective. What <br />gangs are operating in your community? What types of crimes are gangs and gang <br />members committing? What emerging gang trends are you seeing? <br />o A description of your agency's gang efforts over the last 3 years. <br />o Tell us how will you select the gang investigator(s) and what criteria you will use? How <br />will you ensure that the selected officer has or will acquire the necessary training to be <br />successful? <br />o Describe what your agency will bring to the respective metro effort and what benefit you <br />agency will get from participating as a member of a gang strike force. <br />o Describe how participation on a gang strike force will support, enhance and build on your <br />other investigative efforts. <br />III. BUDGET DETAIL FORM and NARRATIVE. <br />A form for the period January 1 through December 31, 2008 is provided. The form must <br />be used to describe proposed grant expenditures in each line item. Expenditures should <br />be described in detail. You may request grant funding for salary costs (base salary <br />or overtime), taxes & fringe, or costs associated with the vehicle assigned to an <br />officer. You must also provide a brief budget narrative describing your in -kind support to <br />the project and any other information that supports your request. <br />NOTE: This grant does not require that assigned officers represent new or back - filled positions. <br />APPLICATION REVIEW PROCESS <br />This is a competitive application process that will involve several levels of review. Reviewers <br />will read and score applications and prioritize the proposals that should be funded. OJP staff <br />will then provide a summary of the recommendations of the review group for the Gang and Drug <br />Oversight Council. The Council will then make final recommendations to the Commissioner of <br />Public Safety. Finally, the Commissioner of Public Safety will review staff comments, supporting <br />documentation and the recommendations of the Gang and Drug Oversight Council to determine <br />final funding decisions for the year 2008. <br />Applicants will be notified of funding decisions by October 25, 2007. Any appeals of funding <br />decisions should be submitted in writing by November 9, 2007 to DPS Commissioner Michael <br />Campion, 445 Minnesota Street, Suite 1000, Bremer Tower, St. Paul, MN 55101 -5000. <br />GRANT PROCESS <br />Once a final budget has been agreed to, a formal grant agreement will then be prepared and <br />must be signed by both the grantee organization and OJP.
