Drive. The alternative hauling route will be coordinated through Public Services, the Police Department and residents to ensure safety adherence to hauling requirements. The north access is from Lake Drive down Town Center Parkway to the south of City Hall past the police garage and down the park trails to the golf course. The County is proposing to haul 65 to 70 truckloads through the north access and the remaining 50 to 55 through the south. The County will require the hauling contractors to follow posted speed limits. Haul times and dates will be coordinated between City / County staff, the Police Department, and the contractor to ensure access to the police garage. Public Services and the Police Department will also monitor these hauls routes to ensure safety and monitor street conditions. The substantial completion date for the bridge construction project is March 31, 2010. The final completion date for restoration is July 1, 2010. Section 1103.06 (2) of the City Code requires issuance of a conditional use permit for placement of fill in excess of 1,000 cubic yards in the floodplain overlay district. ANALYSIS Land Use and Zoning: The zoning is public / semi- public at the bridge construction site and to the north, east, west, and south of the site. The 2002 Comprehensive Plan guides the landuse public / semi - public. The proposed new comprehensive plan guides the landuse park / open space. The closest residential property to the construction site is over 1,100 feet away from the project site. Bridge Construction: The bridge construction will consist of the following activities: The two existing bridges will be demolished with the existing bridge piers being removed to 2 feet below the existing stream bed. The contractor will excavate areas designated for flood plain compensation. Unsuitable soils from under the trails and around the bridge abutments will be removed and used for embankments or hauled out. The site will be dewatered and the concrete bridge abutment and foundation system will then be placed. - A steel truss bridge will then be placed on the abutments and set into final position.
