Drive. The alternative hauling route will be coordinated through Public Services, <br />the Police Department and residents to ensure safety adherence to hauling <br />requirements. The north access is from Lake Drive down Town Center Parkway <br />to the south of City Hall past the police garage and down the park trails to the <br />golf course. The County is proposing to haul 65 to 70 truckloads through the <br />north access and the remaining 50 to 55 through the south. The County will <br />require the hauling contractors to follow posted speed limits. Haul times and <br />dates will be coordinated between City / County staff, the Police Department, and <br />the contractor to ensure access to the police garage. Public Services and the <br />Police Department will also monitor these hauls routes to ensure safety and <br />monitor street conditions. <br />The substantial completion date for the bridge construction project is March 31, <br />2010. The final completion date for restoration is July 1, 2010. <br />Section 1103.06 (2) of the City Code requires issuance of a conditional use <br />permit for placement of fill in excess of 1,000 cubic yards in the floodplain overlay <br />district. <br />ANALYSIS <br />Land Use and Zoning: <br />The zoning is public / semi- public at the bridge construction site and to the north, <br />east, west, and south of the site. The 2002 Comprehensive Plan guides the <br />landuse public / semi - public. The proposed new comprehensive plan guides the <br />landuse park / open space. The closest residential property to the construction <br />site is over 1,100 feet away from the project site. <br />Bridge Construction: <br />The bridge construction will consist of the following activities: <br />The two existing bridges will be demolished with the existing bridge <br />piers being removed to 2 feet below the existing stream bed. <br />The contractor will excavate areas designated for flood plain <br />compensation. <br />Unsuitable soils from under the trails and around the bridge abutments <br />will be removed and used for embankments or hauled out. <br />The site will be dewatered and the concrete bridge abutment and <br />foundation system will then be placed. <br />- A steel truss bridge will then be placed on the abutments and set into <br />final position. <br />The irrigation system removed for construction including the pipes <br />suspended from the bridge will then be reconstructed. <br />Construction of replacement bridges at Chomonix Golf Course <br />_32_ <br />Page 2of13 <br />• <br />• <br />
