At the highest, R -1 minimum lots, are allowed 11.1 % and at the lowest, <br />parcels of 19.9 acres are only allowed 0.6 %. <br />In each level the data shows that a parcel that is just under the next threshold is allowed <br />one half the percentage of the smallest lot within its same level. (With the exception of <br />the lowest threshold which allows any standard lot to have the minimum 1,200 square <br />feet of area.) <br />Staff has identified two possibilities to address the issue of evening out the allowances. <br />The first is allowing a flat percentage for every parcel in the city. If the area allowances <br />currently used are acceptable, the number would have to be at least 3.71% with a <br />minimum of 1,200 square feet. This is tied to the second threshold of the current <br />ordinance (2,020 square feet). This results in a far higher allowance for larger <br />properties, so it would have to be the desire of the city to increase those allowances. <br />Another option with more control over allowances is a stepped percentage system. <br />Under a stepped percentage system each threshold will maintain the current standard <br />allowance as a minimum (or this could be increased if so desired), and then each <br />threshold will have a percentage to allow larger parcels in that threshold to exceed the <br />
