• CSO Wills gave Sawh a letter addressed to Andra Sawh advising her that her dog <br />was now classified as a dangerous animal and had to be permanently removed <br />from the city within 14 days (Nov. 3). The letter also advised that Sawh may <br />appeal the classification by November 3 at 4:30 in order to receive a hearing with <br />the City Council. <br />• CSO Wills issued Sawh a citation for dangerous animal. <br />Lino Lakes City Ordinance 503.15.5a <br />• A dangerous dog is described as one that has: <br />o Caused bodily injury or disfigurement to any person on public or private <br />property; <br />o Engaged in any attack on any person under circumstances which would <br />indicate danger to personal safety; <br />o Exhibited unusually aggressive behavior, such as an attack on another <br />animal; <br />o Bitten one or more persons on two or more occasions; or <br />o Been found to be potentially dangerous and/or the owner has personal <br />knowledge of the same, the animal aggressively bites, attacks or endangers <br />the safety of humans or domestic animals. <br />Attachments: <br />- Email from neighbor who witnessed the second attack <br />- City Ordinance regarding Potentially Dangerous and Dangerous Animals <br />City Council Options: <br />■ <br />1) Order destruction of the animal <br />2) Order any or all of the following (paraphrased from ordinance) <br />a. Owner provide and maintain proper enclosure for the dangerous <br />animal per 503.15(3)(c) <br />b. Post clearly visible warning signs front and rear of the premises per <br />MN statute 347.51 <br />c. Provide and show proof annually of public liability insurance in the <br />minimum amount of $300,000 - &,\ , A �` L <br />d. If the dangerous dog is outside of the proper enclosure the dog must be <br />m»zzled and restrained by a substantial leash not to exceed 6 feet in <br />length and under the physical restraint of a person 16 years of age or <br />older. <br />e. The dangerous dog must have an easily identifiable, standardized tag <br />identifying the dog as dangerous affixed to its collar at all times as <br />specified in MN statute 347.51 <br />f. The dangerous animal shall be registered with Anoka County within <br />14 days and satisfactory proof of registration provided to the Lino <br />Lakes Police Department. <br />g.
