COUNCIL WORK SESSION DECEMBER 7, 2005 <br />DRAFT <br />1 <br />2 Community Development Director Grochala stated Anoka County is requesting City <br />3 approval of a Memorandum of Understanding (MOU). The purpose of the MOU is to <br />4 reach general agreement between the parties regarding the project parameters. He noted <br />5 the City of Centerville has approved the MOU. Construction is slated to being in 2007. <br />6 <br />7 This item will appear on the regular Council agenda Monday. The project has generated <br />41 significant public support from community leaders and organizations. Resolutions on <br />42 referendums are premature at this point. The state will determine if a referendum is <br />43 necessary. <br />44 <br />REQUEST FOR RESOLUTION RELATING TO STADIUM FINANCING <br />Mayor Bergeson stated a request was made of the City Council during the "open mike" <br />portion of the November 14, 2005 Council meeting to pass a resolution related to the <br />proposed legislation for the Anoka County stadium project. The issue was discussed at <br />the November 23, 2005 Council work session and was placed on the November 28, 2005 <br />I agenda at the request of two Councilmembers. Action was tabled at this meeting to allow <br />for Anoka County representatives to appear before the Council this evening. <br />City Administrator Heitke noted that the Economic DevelLtpment Advisory Committee <br />EDAC) discussed the proposed resolution and unanimously recommended that this is art <br />Anoka County issue, the City Council should not get involved and that the parties <br />promoting this resolution should submit it to the appropriate governing body. <br />Mayor Caprapf the City of Centerville, came forward and advised the City of Centerville <br />did pass the resolution as a way to let the County know that an increase in the sales tax <br />should not be a County decision but should go to referendum. <br />Ms. Margaret Langfcld. Anoka County Commissioner, stated the Preserve at Rice Creek <br />is not about a stadium, but is about creating jobs and growing the tax base within Anoka <br />County. She explained the history of the proposed stadium indicated the image of Anoka <br />County has greatly improved during this process. The referendum itself came about <br />because the County's portion of funding for the project has to be bondable. <br />Mr. Steve Novak, Anoka County Division Manager, Governmental Services, provided a <br />PowerZoint presentation outlining the entire project in detail. He noted the state has to <br />give the County permission to increase the sales tax to help pay for the project.
