Supporting Documents <br />Other supporting documents include: <br />• Stormwater Drainage Report prepared by Plowe Engineering, Inc. on March 10, <br />2014 <br />• Revised Wetland Delineation Report prepared by Wenck Associates in December <br />2013 <br />• Soils Investigation prepared by Wenck Associates in December 2013 <br />• WCA Notice of Decision dated November 4, 2013 <br />RECOMMENDATION <br />Staff recommends continuation of the public hearing of the rezoning and amendment to <br />PUD Development Stage Plan/Preliminary Plat for Century Farm North. The following <br />are preliminary comments: <br />1. All comments from City Engineer letter dated April 2, 2014 shall be addressed. <br />2. All comments from Environmental Coordinator letter dated April 1, 2014 shall be <br />addressed. <br />3. All comments from Anoka County Highway Department letter (to be provided) <br />shall be addressed. <br />4. Approval or Conditional Approval Pending Receipt of Changes (CAPROC) from <br />Rice Creek Watershed District shall be required. <br />5. A summary table created in Microsoft Excel by lot and block and outlots of lot <br />sizes (gross, unbuildable and net area) and setbacks (front, rear and side) shall be <br />required. <br />6. The original approved PUD Preliminary Plat for Century Farm North shall be <br />incorporated into the plan set. <br />7. Drainage and utility easements shall be dedicated over stormwater drainage areas. <br />8. Drainage and utility easements or conservation easements shall be dedicated over <br />wetland buffer areas as required by Rice Creek Watershed District. <br />9. Outlots A and B shall be deeded to the City. <br />10. A Petition and Waiver Agreement regarding public improvement construction and <br />assessments shall be drafted by the City and signed by the owners or a <br />Development Contract regarding public road and utility improvements shall be <br />drafted by the City and signed by the owners. <br />11. Unsuitable soils were used for fill material on approximately 3-4 acres of the <br />dedicated parkland. The owner is responsible for correcting this situation. <br />12. Sheet CO, Title Sheet: <br />a. Revise title to "Century Farm North-PUD/Preliminary Plat Amendment- <br />6t' Addition" <br />13. Sheet C1-1, Grading, Drainage & ESC Plan: <br />a. Street B appears to extend south into a wetland area. The street shall be <br />relocated or show the future road will meet RCWD sequencing criteria. <br />11 <br />
