He <br />added Lake Drive is a busy road and tra ffic is traveling at a high rate of speed. <br /> <br />Mr. Laden s t ated the calculation with respec t to im pervious surface is intended to dea l <br />with run-off from the site and requested clarif ication of this calcula tion. Staff agreed to <br />confirm the calculation. <br /> <br />Mr. Tralle m e ntioned when Eaglebrook Church went through, they were required to hook <br />up sanitary sewer and water and asked if the Jehovah’s W itnesses will be required to do <br />the sam e . Mr. Bengtson replied the E nvironm enta l Board expressed its desire to see this <br />project hooked up when sanitary sew e r and wate r is run to that part of the street and <br />stated this is at the discretion of the P &Z Board. Mr. Studenski adde d the overall plan is <br />to have sanitary sewer and water in th is area, but nothing is scheduled yet. <br /> <br />Bob and Carol Stanek, 6970 Lake Drive, stated approxim a tely 40% of this land is <br />watershed land, which means only 500’ off of Lake Drive is actually developable land, <br />and asked about the squ a re footage of the bu ilding and whether it will b e a single lev e l <br />structure. C h air Rafferty provi ded Mr. and Mrs. Stanek with a copy of the proposed site <br />plan for their review. Mr. Stanek als o asked if th e property would be surv eyed becaus e <br />the property lines are no t cl ea r. Chair Rafferty re plie d the pro j ect will req u ire a <br />certificate of survey that m eets City standards. <br /> <br />Mr. Stanek requested inform ation regarding the proposed fence along their property line. <br />He stated this area is open land and they would prefer an open picket-type fence; <br />however, if there will be large volumes of people at the church, a solid screening fence <br />would be more desirable. He also expre ssed concern about the parking lot size and <br />traf f i c. Mr. Stanek aske d how this d e velopm ent will im pact property tax e s and res a le of <br />their property. He also asked about the light level from the shoebox lights and if the <br />property would be lit 24 hours/day, and asked about the proposed signage. <br /> <br />Mrs. Stanek question e d the placem ent of a c hurch in the m i ddle of a residential area <br />when there appears to be property available 400 feet further down the road that would be <br />more suitable for a church. <br /> <br />Mr. Stanek asked about sanitary sew e r and water for their property. Mr. Studenski <br />replied the current C ity policy states if your septic system fails and sanitary sewer and <br />water is available, then y ou cannot replace you r septic system or well and must connect <br />to city sewer and water. <br /> <br />Mr. Tralle asked Mr. and Mrs. Stanek what they would consider “adequate screening of <br />shoreland an d adjacen t residences,” as noted by the Environ m ental Board.
