• <br />• <br />• <br />• The workshop participants, (city council members, city administrator <br />and city staff) completed a pre- workshop survey in which each person <br />was able to identify issues for discussion during the workshop. A <br />summary of the responses obtained through the pre- workshop survey <br />was provided to the participants during the workshop. <br />The participants identified the following three items as ones to be <br />addressed: <br />• Leadership provided by city council: <br />o Capacity to speak with "one official voice" <br />o Setting policy <br />o Giving clear and definite direction to city staff and appropriate <br />boards and commissions. <br />• Relationships existing: <br />o Within the city council among its members <br />o Between the city council and the city management staff. <br />• Financial situation: <br />o Concerns pertaining to the city's finances raised by the staff <br />o What do the city and city council need to do to address these <br />concerns in terms of the risks involved and how to deal with <br />them? <br />1. Leadership provided by city council <br />a. Meetings: regular and work sessions <br />(1) Issues pertaining to the purpose and conduct of <br />meetings. <br />The participants identified a number of issues <br />relating to how council conducts its business at both <br />its regular meetings and work sessions. The issues <br />included: <br />(a) Appropriate debate and deliberation <br />guidelines: <br />• focusing on the value of discussions and <br />deliberations <br />• eliminating redundancy; i.e., repeating at <br />regular meetings discussions that <br />occurred at work sessions <br />10 <br />
