• <br />• <br />• <br />• having appropriate guidelines pertaining <br />to the conduct of meetings and debate <br />procedures and limits to be observed <br />during meetings <br />(b) Increased use of consent agendas <br />(c) Rules pertaining to the distribution of "new <br />information" <br />(d) Eliminating a "winner- loser" atmosphere <br />that prevails at a number of meetings within <br />the council and which then is carried out <br />into the community after council meetings. <br />(e) Elimination of information not relevant, or <br />taken out of context, during discussions; i.e., <br />keeping the debate focused on the item <br />under discussion without introducing <br />extraneous or irrelevant information. <br />(f) How to give city council direction to staff <br />both at regular meetings and work sessions <br />so that staff understands clearly council's <br />expectations as to what will be done by the <br />staff in carrying out council's leadership and <br />policy- setting directions. <br />(g) <br />How to ensure open- honest debate within <br />council and that council decisions are <br />represented to the community as council's <br />"one voice "; i.e., ensuring that differing <br />messages about what council is doing and <br />pursuing are not disbursed throughout the <br />community. <br />(2) Directions /guidelines established by the participants <br />pertaining to regular and work session meetings. <br />(a) Council will review and adopt city council <br />guidelines through the following procedure: <br />• city council and city staff will draft <br />proposed new guidelines <br />• council will vote on the guidelines <br />11 <br />
