• <br />• <br />• the guidelines will be framed and posted <br />for the council, city staff, and the public <br />• the guidelines will define how the <br />council wants to identify its roles and <br />responsibilities, conduct its business at <br />regular and work session meetings, <br />relate to staff, relate with boards and <br />commissions, etc. <br />(b) Council will make increased use of the <br />consent agenda to expedite its business. <br />(c) Distribution of "new information" will be <br />handled in one of the following manners: <br />• it will be distributed through the city <br />administrator to the city council <br />members <br />• council, upon reviewing the "new <br />information" may adopt a motion to <br />postpone further consideration of the <br />information until a time certain <br />• council and the city administrator will <br />enhance its planning and preparation for <br />council meetings eliminating, to the <br />fullest extent possible, the real or <br />perceived need to introduce new <br />information during debate at a meeting. <br />NOTE: It was decided that a city council - <br />city staff task force consisting of Jeff <br />O'Donnell and Gordon Heitke (or someone <br />he designates from staff) will prepare the <br />proposed guidelines for submission to <br />council at the April 3rd work session. The <br />proposed guidelines, after review at the <br />April 3rd work session, will be submitted for <br />adoption at the April 10th regular council <br />meeting. <br />(d) City council will review the use of work <br />sessions focusing attention on items <br />requiring exploration and analysis, <br />furthering council's ability to make an <br />infotttted decision when the item comes <br />forward for action/decisions at a regular <br />12 <br />
