The practice of reviewing the <br />entire regular meeting council agenda at the <br />work session will be modified to focus <br />attention only on those items requiring <br />further exploration by the council. <br />(e) Minutes <br />Council gave direction to staff that, starting <br />immediately, all council minutes will be in <br />summarized -brief form similar to the one <br />used by the City of Eagan. The city <br />administrator and city clerk will prepare an <br />outline of the new minutes format that will <br />be used in preparation of official council <br />minutes. The draft City Council Guidelines <br />may also address the issue of how the <br />official minutes of city council meetings will <br />be formatted and prepared. <br />b. Providing clear policy direction to city staff. <br />(1) At work sessions, the mayor will state the concerns <br />of council or specific directions provided by council <br />to the staff. The city administrator will request <br />further clarification if he feels it is required so that <br />there is a clear understanding of what council's <br />expectations are in terms of the actions to be taken <br />by staff. <br />Note: This item will be addressed in the Draft City <br />Council Guidelines to be presented to council on <br />April 3rd. It was decided that in addition to Jeff <br />O'Donnell and Gordon Heitke (or his designated <br />representative), that the city attorney should <br />participate in this discussion pertaining to the draft <br />guidelines. <br />(2) How do we handle data information requests that <br />can absorb staff time away from pursuing guidance <br />and priorities given to it by council? <br />Note: This item will be researched and a proposed <br />policy will be included in the draft City Council <br />Guidelines. <br />13 <br />
