• <br />• <br />• <br />(3) <br />Policy and Funding pertaining to attendance of a <br />police officer at each city council meeting. (Police <br />Chief has asked for specific direction and guidance <br />on this matter) <br />Note: It was agreed that the following actions <br />would be taken: <br />• This item also will be addressed in the draft city <br />council guidelines <br />• The rules and procedures that will be followed <br />for deliberation and debate during a regular <br />council meeting will be communicated to the <br />public before the public hearings begin <br />c. Official council direction <br />It was decided that the "one voice" that officially represents <br />council's decisions and direction will be determined by <br />majority vote of the council. Once the council decision has <br />been made, the council's and city administration's <br />performance will be consistent with ensuring the effective <br />implementation of that decision without council members <br />or others trying to affect /invoke within staff differing <br />viewpoints. <br />It was decided that the following steps would be taken: <br />• City council will maintain consistency in carrying out <br />the direction and decisions made by council <br />• Policies will be reviewed to insure that they reflect city <br />council desires and decisions. <br />2. Relationships existing: <br />• Within the city council among its members <br />• Between the city council and the city management staff. <br />a. Within council: the biggest issue identified by the <br />participants is the level of trust that exists within the <br />council among its members. <br />b. Between city council and city staff: the trust issue also <br />pertains to this relationship. <br />14 <br />
