iProposed actions to be taken: • • • City council at all times will act as persons /group that exhibit trust in the relationships among council members and between council and city staff. • City Guidance: do not denigrate staff and their integrity or professional ability publicly. Be respectful in comments and issues raised. • Set aside times (mini- retreats) when city council and city staff can assess and discuss their working relationship and establish appropriate guidelines furthering the effectiveness of that relationship. 3. Financial Situation During discussion of the summary comments from the pre - workshop questionnaires, the staff raised concerns pertaining to the necessity for a comprehensive review of the city's long -term financial situation. The purpose of this review was to create a thorough understanding of the city's financial situation and future financial requirements and obligations resulting from city council decisions and policies. The purpose of this review is to provide opportunity for council to understand fully the long -term financial prospects of the city, the issues that the council must address relative to these prospects, and ensuring that the city does not encounter a financial crisis at some time in the future. It is extremely important to note that the city is not in a financial crisis. But, it is important that the city council have a long -term perspective of its entire financial situation and projected requirements. The following guidance was given by the city council to the staff: a. Prepare a general "look forward" financial workshop which will be conducted in a retreat setting. b. Define and articulate staff's concerns about city finances (long -term) and make specific recommendations /requests for city council action and guidance. c. This review should address the issue of roads and infrastructure requirements in the city. 15
