iProposed actions to be taken: <br />• <br />• <br />• City council at all times will act as persons /group that <br />exhibit trust in the relationships among council <br />members and between council and city staff. <br />• City Guidance: do not denigrate staff and their <br />integrity or professional ability publicly. Be respectful <br />in comments and issues raised. <br />• Set aside times (mini- retreats) when city council and <br />city staff can assess and discuss their working <br />relationship and establish appropriate guidelines <br />furthering the effectiveness of that relationship. <br />3. Financial Situation <br />During discussion of the summary comments from the pre - <br />workshop questionnaires, the staff raised concerns pertaining to the <br />necessity for a comprehensive review of the city's long -term <br />financial situation. The purpose of this review was to create a <br />thorough understanding of the city's financial situation and future <br />financial requirements and obligations resulting from city council <br />decisions and policies. The purpose of this review is to provide <br />opportunity for council to understand fully the long -term financial <br />prospects of the city, the issues that the council must address <br />relative to these prospects, and ensuring that the city does not <br />encounter a financial crisis at some time in the future. It is <br />extremely important to note that the city is not in a financial crisis. <br />But, it is important that the city council have a long -term <br />perspective of its entire financial situation and projected <br />requirements. The following guidance was given by the city <br />council to the staff: <br />a. Prepare a general "look forward" financial workshop which <br />will be conducted in a retreat setting. <br />b. Define and articulate staff's concerns about city finances <br />(long -term) and make specific recommendations /requests <br />for city council action and guidance. <br />c. This review should address the issue of roads and <br />infrastructure requirements in the city. <br />15 <br />
