• d. The review should address financial commitments the city <br />has made and their implications long term. <br />• <br />• <br />e. Other items the city council needs to recognize and deal <br />with should be identified and recommendations made. <br />f. The city council will suspend preparation of the five -year <br />budget plan until this review has been completed. This will <br />ensure that the five -year budget plan will reflect fully the <br />thorough analysis that will result from this effort. <br />The following assignments for preparation of the financial <br />review retreat were made: <br />• The city administrator will bring to the city council a <br />work plan and schedule that will tie this review into the <br />budget process and the eventual preparation of the five - <br />year budget plan. <br />• Responsibility for defining the content of the retreat is <br />given to Al Rolek, Finance Director. He will be <br />assisted in this effort by the city's auditor, finance <br />advisor, and other resources he deems appropriate. The <br />date and location for the retreat will be defined in the <br />work plan submitted to city council by the city <br />administrator. <br />D. Unresolved Goals <br />Three of the goals mentioned above: roads and infrastructure <br />requirements in the city, taxes and revenues, and economic development <br />could not be resolved definitively until council has had a chance to <br />complete the Comprehensive Financial Analysis mentioned above and <br />receive input from the community through the Community Visioning <br />Process about what residents want for the future of Lino Lakes. The goals <br />pertaining to these three items (Goals 3 a, 3 b, and 3c (pages 7 -9) will be <br />held in abeyance until the financial review and possibility the Community <br />Visioning Processes are completed. With information and insights <br />attained from these two efforts, precise goals and objectives can be <br />defined by the city council. <br />E. Communication to Citizens <br />It was recognized by the participants that the council must effectively and <br />persistently communicate to citizens of Lino Lakes the issues it is <br />addressing, the actions it has taken, and the directions that it is pursuing as <br />16 <br />
