• <br />• <br />a result of these actions. This communications effort is designed to ensure <br />the community is informed officially about what the city is doing and why <br />it is doing it. This will help to minimize, and hopefully eliminate, <br />misrepresentation and/or distortion within the community about city <br />council actions, directions, policies, etc. The council recognized as a <br />Basic Operating Principle the necessity to communicate effectively and <br />continuously with the community. The following direction was provided <br />to the city administrator: <br />• Prepare and submit to council, with the assistance of Jeff Reinert, <br />Donna Carlson and Mary Alice, a communications process to be used <br />by the City of Lino Lakes and the city council to communicate fully <br />what the city council is doing, why it is doing it, the outcomes it is <br />attempting to achieve relevant to the issues being addressed, etc. This <br />recommendation should also specify the city's spokesperson who <br />communicates the city and council's positions on issues and items to <br />the community. The recommendations pertaining to the <br />communication effort should be submitted to the council for review at <br />the April 3rd work session. <br />III. RECOMMENDATIONS FOR FOLLOW -UP <br />A. Immediate Actions <br />The following recommendations pertaining to immediate actions are <br />presented: <br />1. The city staff should prepare a Goals and Management Action <br />Plan: 2006 -2007 for those goals that have been carried forward by <br />council. The three goals that are being held in abeyance pending <br />further consideration after completion of the financial review and <br />possibly the Community Visioning Process should be identified <br />but recognized as ones to be completed later for inclusion in the <br />Goals and Management Action Plan. <br />2. A number of items were identified pertaining to creation of City <br />Council Guidelines that will be submitted in draft form to the city <br />council in April. Similar items pertaining to preparation of <br />meeting minutes, etc. also need to be defined and acted upon <br />immediately. The persons designated to prepare these guidelines <br />and recommendations to council should move quickly to insure <br />that they are reviewed at the April 3rd work session and carried <br />forward for adoption at the April 10th regular council meeting. <br />3. The Financial Situation Analysis and mini - retreat should be <br />• <br />prepared for as quickly as possible so that information necessary <br />17 <br />
