Planning & Zoning Board <br />August 13, 2003 <br />Page 3 <br />APPROVED MINUTES <br />Mr. Grochala stated previously the C ity and County had disagreed on the road <br />improvements and the funding was used elsewhere. He stated what has transpired since <br />that time is that it was decided some impr ovements were needed and in November, 2002 <br />road design plans were given to Anoka C ounty. He stated Anoka County had reviewed <br />the plans and had made suggestions. He indica ted they had received a letter of credit to <br />cover Spirit Hills share of the improvements, with the rest of the funds coming from this <br />development. He stated Anoka County had ag reed to help fund the signalization of the <br />intersection. He noted in order to get the rest of the project done, they needed this project <br />to be approved. <br />Mr. Rafferty asked if the taxpayers would pick up any of the cost. Mr. Grochala replied <br />they would not. If anything, if they needed to fill some gaps, it would come out of the <br />State Aid account, so no specific taxpayer dollars would pay for this improvement. <br />Mr. Tralle asked if the people living on Hodgson Road would be able to exit right or left <br />out of their driveways. Mr. Grochala replie d there would be no divider in the Road and <br />the homeowners would have full access both ways. <br />Mr. Corson asked if there was a concern a bout people trying to cross at Ware Road <br />during rush hour hours. Mr. Studenski stat ed they were improving the situation by <br />aligning the two roadways instead of having them offset. <br />Mr. Grochala noted with the signalization of Birch and Hodgson there would be gaps of <br />traffic. <br />Mr. Lyden asked if there would be any tra ffic control at Ware Road and Birch. Mr. <br />Grochala stated there would be stop signs, but in order to get a four way stop or a signal, <br />there were requirements that needed to be met and at this time, that intersection did not <br />meet those requirements, but they would be watching this area. <br />Chair Schaps invited appl icant to make comment. <br />Greg Schlink, 6564 Rollingview Drive, Bruggema n Properties, stated they could review <br />the issues now or comment after the public comments. <br />Chair Schaps invited anyone for or ag ainst the proposal to make comment. <br />Perry Laden, 6425 Hodgson Road, stated he was glad to see the changes with respect to <br />the commercial aspect and what they were proposing now was much more suitable for <br />the neighborhood. He stated they had done a nice job of transitioning between low and <br />medium density and he asked for the same consideration along the Hodgson side. He <br />expressed concern regarding the architecture and elevations of the townhomes. He noted <br />this would be a highly visibl e project and the image of it would have an impact on the <br />City and he hoped the City would want a qua lity project. He stated he believed the <br />proposed businesses fit better for a neighbo rhood business instead of a limited business <br />and encouraged a rezoning. He stated he di d not know if this development rose to the <br />expectations of neighborhood focal point and he asked the City to consider making the
