• <br />CONSULTING G ROUP, INC. <br />Transportation • Civil • Structural • Environmental • Planning • Traffic • Landscape Architecture • Parking • Right of Way <br />April 3, 2006 Proposal No. P06183 <br />Mr. Mike Grochala <br />Community Development Director <br />CITY OF LINO LAKES <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />SUBJECT: SCOPE OF SERVICES FOR DEVELOPMENT OF TRAFFIC MODEL AND <br />ROADWAY IMPROVEMENT COST ALLOCATION <br />Dear Mr. Grochala: <br />Based on your request, we are pleased to submit this proposal to provide professional services to <br />prepare a traffic model and conduct a cost allocation analysis for the I -35E /CSAH 14 study area <br />in the City of Lino Lakes. This study will outline the roadway infrastructure improvements <br />necessary to support future growth in this area over the next 25 years. In addition, the costs <br />associated with these improvements will be allocated to the appropriate existing and future <br />developments /redevelopments, based on vehicular trips identified in the traffic model. <br />SCOPE OF SERVICES <br />The scope of our services, as we understand it, is to perform the following tasks: <br />1. Work with the City of Lino Lakes and Anoka County to define the study area. <br />2. Develop a "Traffix" model for the defined study area for existing and future (year 2030) <br />conditions, based on planned developments /redevelopments in the area. The model will <br />include a.m. and p.m. peak hour conditions for the key intersections (up to 6 intersections). <br />It is assumed that a list of infrastructure improvements (necessary to accommodate future <br />growth) planned for implementation will be provided by the City /County for year 2030. In <br />addition, it is assumed that future traffic volumes from previous studies completed in the <br />area will be provided by the City /County. These traffic volumes will include future <br />development /redevelopment trips for each of the key intersections. <br />3. Review preliminary cost estimates for all recommended roadway improvements.
