Minnesota Pollution Control Agency <br />Municipal Division <br />Minimum control measures <br />A new requirement has been added to minimum <br />control measure #6 to inspect all exposed stockpile, <br />storage and material handling areas at least annually. <br />Modifying your SWPPP <br />The permit now clarifies when and how a <br />modification to the permit may be done by an MS4 <br />(minor modification) or the Commissioner. <br />A new requirement has been added for when SWPPP <br />modifications are needed. You may need to modify <br />your SWPPP to meet applicable requirements of <br />Appendices C and D. <br />Total Maximum Daily Load (TMDL) <br />The permit now requires that you modify your <br />SWPPP, as appropriate, within 18 months after the <br />TMDL Waste Load Allocation is approved. <br />Annual Reports <br />The annual report submittal date has changed; annual <br />reports must be submitted by June 30 of each year <br />and cover the entire previous calendar year. <br />Definitions <br />Several definitions have been added and revised. <br />Appendix C <br />The MPCA will provide public notice of your <br />proposed SWPPP modifications to meet Appendix C <br />requirements for Discharges to Waters with <br />Prohibited/Restricted Discharges. <br />wq- strm4 -56, March, 2006 <br />A new requirement has been added for protection of <br />Source Water Protection Areas and drinking water <br />sources. <br />Appendix D <br />30 Selected MS4s will provide a study to determine if <br />they are new or expanded significant dischargers and <br />then propose reasonable measures they can take to <br />keep pollutant loading of receiving waters at levels <br />consistently attained by 1988. <br />Nondegradation steps include: Loading Assessment; <br />Nondegradation Report; proposed SWPPP <br />modifications to address nondegradation; local notice <br />and water authority review; submittal to MPCA; and <br />MPCA review, notice, and final determination. <br />Appendix E <br />The submittal schedule and list of 30 Selected MS4s <br />for this permit cycle is found in Appendix E. <br />Need more information? <br />For more information on the new nondegradation <br />requirements see the MPCA fact sheet <br />Nondegradation Reporting for Non -ORVW Waters, <br />and the Draft Guidance Manual for Small Municipal <br />Separate Storm Sewer Systems (MS4s) available on <br />the MPCA Web site at: www.pca.state.mn.us /water <br />/stormwater /stormwater- ms4.html <br />New MS4 General Permit: Overview of Changes <br />wq- strm4 -56 <br />PAGE 2 <br />
